We consider individual decision-making where every alternative appears with a frame (a la Salant and Rubinstein (2008)), for instance a chocolate in a gift-box. The decision maker is subject to inattention that leads to random choice. A novelty in our work is that we explicitly model framing effects as the source of inattention and hence the randomness in choice. We characterize two random choice rules that exhibit the effects of frames in drawing the decision maker's attention: the first rule, called the frame-based stochastic choice rule states that the choice probability of an alternative (say, x) is the joint probability of attention drawn by its frame and the probability that attention is not drawn by the frames which are associated with the alternatives in the set that are preferred to x. This rule attributes the variation in attention to the frame associated with an alternative.The second rule, called the suitable frames rule illustrates the relative effects of frames in drawing attention, i.e. a particular frame f may render an alternative x more attractive to the decision maker compared to y when f is associated with them respectively. Thus the effect of a particular frame may vary from one alternative to another. According to this rule, the probability with which the decision maker chooses an alternative with a frame is the joint probability of paying attention to it and the probability of not paying attention to all the other products that contain alternatives in frames that are suitable to them relative to the product whose probability is being computed. All the primitives of the model are identifiable.

Attention is a key part of thinking clearly and productively, and yet we pay very little attention to attention itself. If you see someone lying injured in the middle of the road, for example, your attention would go to that person but, if a bright pink dog wandered past at the same time, your attention would automatically stray to the dog. That is precisely the weakness of attention - it is pulled to the unusual. How much attention do we pay to the usual? So, what can we do about it? Instead of waiting for attention to be pulled towards something unusual, we can set out frameworks for 'directing' our attention in a conscious manner. Just as we can decide to look north, west or even south-east, so we can set up a framework for directing our attention, and that's where Edward de Bono's 'six frames' come in. Each frame is a direction or method in/with which to look, based on a different shape - triangle, circle, heart, square, diamond, slab. Today we are literally surrounded by information and it has never been so easy to obtain. Yet, information itself is not enough; it's how we look at it that really counts. Using the 'six frames' technique is the key to extracting real value from the masses of facts and figures out there and, like all de Bono's techniques, it is simple, effective and will utterly change the way you interpret information.

Gain-loss framing has produced inconsistent results in communication (O'Keefe & Jensen, 2006, 2007, 2009). Yet, studies from psychology demonstrate consistent gain-loss message effects (Higgins, 1997, 1998, 2000, 2002, 2005). Regulatory focus theory suggests the lack of operational clarity in communication applications may be the one of the reasons for inconsistent results. It is proposed that communication scholars use approach-gain and avoid-loss frames to create effective messages. The dissertation extends regulatory focus theory by arguing (a) frames' relationship with perceived effectiveness is mediated by attention to the frames, (b) the combination of approach-gain and avoid-loss frames will receive the most attention, when the message has low to moderate arousing content, and (c) the combination of approach-gain and avoid-loss will be most effective. Two within-subjects experiments were conducted, using visual fixations to operationalize attention. Study 1 examined the combination of approach-gain and avoid-loss frames, without manipulating arousing content. Study 2 examined the combination of frames and manipulated arousing content. The two studies revealed that individuals looked the most at approach-gain information, and attention to information did not influence perceived message effectiveness. As predicted, when arousal was controlled for, messages with the combination of approach-gain and avoid-loss frames were perceived as more effective than messages with only one type of frame.
