This 2002 Article IV Consultation highlights that the economy of France is facing a fast-approaching demographic turnaround—with the active population beginning to decline in 2007 and reducing annual per-capita-GDP growth by about half a percentage point for a few decades. In 2002, the general government budget deficit is expected to widen to 2.6 percent of GDP from 1.5 percent of GDP in 2001. The deterioration is in good part owing to the cyclical downswing but also to structural factors, in particular to the trend increase in social security spending.

The Vichy Past in France Today: Corruptions of Memory is an interdisciplinary study examining the continuing impact of the memory of Vichy and World War II in French politics, literature, intellectual discourse and debates, and the law. It argues that despite multiple efforts in all of these areas to come to terms with France’s World War II past and to fulfill a “duty to memory” to Vichy’s Jewish victims, the nation is still not reconciled to the so-called “Dark Years,” even seventy years after the Liberation. Indeed the Vichy past “occupies” important recent works of literature, inflects much political discussion and debate, often serving as a metaphor for political (and moral) evil. Its legacies include the passage of problematic laws that dangerously distort and simplify complex historical realities. Chapter I examines the historical and legal legacies of the 1990s trials for crimes against humanity and traces their impact on the so-called “memorial laws” of the new century. Chapter II revisits the 2002 presidential elections in France and the impact of Jean-Marie Le Pen’s first round victory on intellectual and cultural debate. Chapter III explores Alain Badiou’s controversial characterization of Sarkozy’s presidential victory as a return of “Petainism” in The Meaning of Sarkozy. The discussion is cast against the backdrop of Badiou’s “radical” political thought and Sarkozy’s political uses and misuses of the World War II past. Chapter IV examines the controversy surrounding the publication of Jonathan Littell’s The Kindly Ones (2006) and its morally and historically problematic portrayal of an unrepentant Nazi and SS officer. Chapter V discusses Yannick Haenel’s fictional recreation of the Polish resistance hero Jan Karski (The Messenger, 2009) in his novel by that name, and the polemics between the novel’s author and the maker of the classic Holocaust documentary film, Shoah, Claude Lanzmann. The Conclusion first explores the ways in which the memory of Vichy inflects literary and political reflections on the recent terrorist attacks in France. It also examines strategies proposed by French philosophers for moving beyond the “impasse” of Vichy’s memory in France before concluding with a different strategy proposed by the author for the French nation to move beyond the memory of the Dark Years.

Consider the problem of a robot (algorithm, learning mechanism) moving along the real line attempting to locate a particular point ? . To assist the me- anism, we assume that it can communicate with an Environment (“Oracle”) which guides it with information regarding the direction in which it should go. If the Environment is deterministic the problem is the “Deterministic Point - cation Problem” which has been studied rather thoroughly [1]. In its pioneering version [1] the problem was presented in the setting that the Environment could charge the robot a cost which was proportional to the distance it was from the point sought for. The question of having multiple communicating robots locate a point on the line has also been studied [1, 2]. In the stochastic version of this problem, we consider the scenario when the learning mechanism attempts to locate a point in an interval with stochastic (i. e. , possibly erroneous) instead of deterministic responses from the environment. Thus when it should really be moving to the “right” it may be advised to move to the “left” and vice versa. Apart from the problem being of importance in its own right, the stoch- tic pointlocationproblemalsohas potentialapplications insolvingoptimization problems. This book offers a comprehensive, article-by-article legal commentary on the United Nations Convention Against Transnational Organized Crime and its Protocols on trafficking in persons, smuggling of migrants, and trafficking in firearms and ammunition. The Convention- often referred to by the acronym UNTOC- was approved by the UN General Assembly on 15 November 2000 and made available for governments to sign at a high-level conference in Palermo, the heartland of the Italian Mafia, on 12-15 December 2000. For this reason, UNTOC is sometimes also referred to as the 'Palermo Convention'. The Convention entered into force on 29 September 2003. The purpose of UNTOC is to promote cooperation to prevent and combat transnational organized crime more effectively. UNTOC seeks to promote consistency among national legal systems and set standards for domestic laws so that States parties can effectively combat transnational organized crime. UNTOC is supplemented by three protocols: the Protocol against the Smuggling of Migrants by Land, Air, and Sea, the Protocol to Prevent, Suppress, and Punish Trafficking in Persons, especially Women and Children, and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components, and Ammunition. Article by article, this books presents the text of each provision of the Convention and the Protocols, followed by a systematic analysis of their background and negotiating history, their interpretation by the Conference of the Parties and its working groups, in judicial decisions by domestic and international courts, , in the academic literature, and in official material published by international organisations, chief among them the United Nations Office on Drugs and Crime (UNODC), the guardian of UNTOC and the Protocols. This Selected Issues paper examines the causes and potential remedies for structural unemployment in France. Structural unemployment in France has long been elevated, and appears to have edged up further since the crisis. This reflects both demand and supply factors, including: high labor taxes, wage stickiness, a growing skill gap, hysteresis effects from the crisis years, a lengthy period of elevated economic uncertainty, inactivity traps created by the unemployment and welfare benefit systems, and demographic factors that have pushed up the labor force. The cyclical recovery is projected to bring down the unemployment rate only slowly. Reducing labor tax wedges can increase both output and employment.
