It was traditionally assumed that a single official language was necessary for the wellbeing of the state, particularly in France and Britain. This assumption is now questioned, and regional languages are making, in some cases, an impressive comeback. This book analyses a range of languages' development, decline and efforts at regeneration.

This edited volume presents an analysis of the evolution of French language policies and their impact on French regional languages and their communities. It gathers studies on language revitalisation from several territorial minority languages (Breton, Alsatian, Catalan, Occitan, Basque, Corsican, Francoprovençal, Picard, Reunionese) and evaluates the challenges and opportunities that they face in the 21st century. The chapters tackle different aspects of language endangerment and language planning and adopt varied theoretical and methodological approaches. The first section of the book reconsiders the difficulties in establishing linguistic boundaries and classification for some regional languages. The second section examines the important theme of the new generation of speakers with issues of transmission and identity formation and the changes they can bring to traditional communities. The third section highlights new developments in the context of new technologies and the heightened visibility of regional languages. Finally, the last section presents an overview of the contemporary situation of minority language revitalisation in France and synthesises the key trends identified in this volume: from the educational domain to the European Charter for Minority and Regional languages. This book will appeal to students and scholars of the sociology of language, sociolinguistics, language policy, minority languages and language endangerment.

This book brings together current research by leading international scholars on the often contentious nature of language policies and their practical outcomes in North America, Australia and Europe. It presents a range of perspectives from which to engage with a variety of pressing issues raised by multilingualism, multiculturalism, immigration, exclusion, and identity. A recurrent theme is that of tension and conflict: between uniformity and diversity, between official policies and real day-to-day life experiences, but also between policies in schools and the corporate world and their implementation. Several chapters present research about language policy issues that has previously not been fully or easily available to an English-language audience. Many of the chapters also provide up-to-date analyses of language policy issues in particular regions or countries, focusing on recent developments.

The European Charter for Regional or Minority Languages has been in force since 1998, but in France it has caused a heated debate and it has not been ratified. The questions raised include: should French regional languages be afforded protection? Is there a danger that their protection could lead to an assertion of regional identity that could threaten the cohesiveness of the state? Is there a threat to the official language? Can applying the principles of the charter, without going through the ratification process, effectively protect regional or minority languages? This colloquy sought to provide answers to these questions.

The preamble to the post-apartheid South African constitution states that ‘South Africa belongs to all who live in it, united in our diversity’ and promises to ‘lay the foundations for a democratic and open society in which government is based on the will of the people and every citizen is equally protected by law’ and to ‘improve the quality of life of all citizens’. This would seem to commit the South African government to, amongst other things, the implementation of policies aimed at fostering a common sense of South African national identity, at societal dev- opment and at reducing of levels of social inequality. However, in the period of more than a decade that has now elapsed since the end of apartheid, there has been widespread discontent with regard to the degree of progress made in connection with the realisation of these constitutional aspirations. The ‘limits to liberation’ in the post-apartheid era has been a theme of much recent research in the ?elds of sociology and political theory (e. g. Luckham, 1998; Robins, 2005a). Linguists have also paid considerable attention to the South African situation with the realisation that many of the factors that have prevented, and are continuing to prevent, effective progress towards the achievement of these constitutional goals are linguistic in their origin.

This analysis of language policy on Corsica provides the first study of the three levels of language policy existing on the Mediterranean island of Corsica. It focuses on the key participants - the State, the language activists and the islanders - in the language debate that has taken place across the island since its purchase by France. This book is informed by recent work on language planning, both theoretical and relating to specific case studies. At the same time, it engages with trends in sociolinguistics over the past decades, which have included language planning in their investigations of languages in contact, language obsolescence and language death. A central premise of this book is that the three discrete categories of participants in the language debate are closely interrelated and that the status and position of Corsican in relation to French cannot be understood without a thorough exploration of these three strands. This volume will appeal to researchers and students in French Studies, sociolinguistics, and especially language policy.

Advocates of multilingualism are always seeking new ways to articulate the advantages inherent in living out life in more than one language. This volume brings together researchers from across Europe to explore sociolinguistic perspectives on multilingualism, with specific emphasis on identity, diversity, and social cohesion, as they focus explicitly on the potential of this phenomenon to empower individuals, groups, and communities. Positioned around the idea of empowerment, this book explores the potential of multilingualism to overcome divisions and build social cohesion. In particular, chapters discuss how multilingualism can help the individual to become critically conscious and to develop an in-depth understanding of the world, while also benefiting society as whole. Understanding 'public space' in broad terms, including domains such as education, online, and the linguistic landscape, this volume explores how multilingualism can empower people from a range of perspectives, including memorialisation, onomastics, direct action, linguistic rights, migration, and educational play.

How can schools meet the needs of an increasingly diverse population of newcomers? Do bilingual programs help children transition into American life, or do they keep them in a linguistic ghetto? Are immigrants who maintain their native language uninterested in being American, or are they committed to changing what it means to be American? In this ambitious book, Rosemary Salomone uses the heated debate over how best to educate immigrant children as a way to explore what national identity means in an age of globalization, transnationalism, and dual citizenship. She demolishes popular myths—that bilingualism impedes academic success, that English is under threat in contemporary America, that immigrants are reluctant to learn English, or that the ancestors of today’s assimilated Americans had all to gain and nothing to lose in abandoning their family language. She lucidly reveals the little-known legislative history of bilingual education, its dizzying range of meanings in different schools, districts, and states, and the difficulty in proving or disproving whether it works—or defining it as a legal right. In eye-opening comparisons, Salomone suggests that the simultaneous spread of English and the push toward multilingualism in western Europe offer economic and political advantages from which the U.S. could learn. She argues eloquently that multilingualism can and should be part of a meaningful education and responsible national citizenship in a globalized world.
