This analysis of language policy on Corsica provides the first study of the three levels of language policy existing on the Mediterranean island of Corsica. It focuses on the key participants - the State, the language activists and the islanders - in the language debate that has taken place across the island since its purchase by France. This book is informed by recent work on language planning, both theoretical and relating to specific case studies. At the same time, it engages with trends in sociolinguistics over the past decades, which have included language planning in their investigations of languages in contact, language obsolescence and language death. A central premise of this book is that the three discrete categories of participants in the language debate are closely interrelated and that the status and position of Corsican in relation to French cannot be understood without a thorough exploration of these three strands. The Mediterranean island of Corsica, a French territory, experiences mobility in the form of locals’ mass exodus to the Continent, the arrival of immigrants at rates similar to Paris, and a booming tourist industry with millions of visitors each year. What, then, are the multilingual dynamics on the island—languages emerging from above (French), a middle ground (Corsican), and sideways (languages of immigrants and tourists)? What multilingual subjectivities are articulated? Mendes analyzes competing conceptualizations of linguistic multiplicity, what he calls countervocalities, in which languages are constantly rearranging in variously imagined hierarchies. Countervocalities explores different dimensions of institutional multilingualism, namely those related to policies, practices, and ideologies within and extending from education settings. The chapters address reclamation, imposition, and erasure of different languages on Corsica, moving from inside the school, to artefacts from the schoolscape, to discourses about language teaching. The study fruitfully analyzes an array of interactional and artefactual data types. This productive alternation offers a cross-section of attitudes toward and representations of multilingual dynamics while foregrounding the role of mobility and language in understandings of place and what counts as local.

On June 25, 2013, the U.S. Supreme Court heard the case Adoptive Couple vs. Baby Girl, which pitted adoptive parents Matt and Melanie Capobianco against baby Veronica’s biological father, Dusten Brown, a citizen of the Cherokee Nation of Oklahoma. Veronica’s biological mother had relinquished her for adoption to the Capobiancos without Brown’s consent. Although Brown regained custody of his daughter using the Indian Child Welfare Act (ICWA) of 1978, the Supreme Court ruled in favor of the Capobiancos, rejecting the purpose of the ICWA and ignoring the long history of removing Indigenous children from their families. In A Generation Removed, a powerful blend of history and family stories, award-winning historian Margaret D. Jacobs examines how government authorities in the post–World War II era removed thousands of American Indian children from their families and placed them in non-Indian foster or adoptive families. By the late 1960s an estimated 25 to 35 percent of Indian children had been separated from their families. Jacobs also reveals the global dimensions of the phenomenon: These practices undermined Indigenous families and their communities in Canada and Australia as well. Jacobs recounts both the trauma and resilience of Indigenous families as they struggled to reclaim the care of their children, leading to the ICWA in the United States and to national investigations, landmark apologies, and redress in Australia and Canada.

This volume is unique because of its focus on small states. There are many studies on civil society and social movements, but none that specifically deal with this category of countries. As is well known, small states have particular characteristics, including a limited ability to reap the benefits of economies of scale, a high degree of exposure to forces outside their control, and the proximity of politicians to the voters, often leading to clientelistic relationships and patronage networks. The small island developing states have the additional problem of high environmental vulnerability, with some also dealing with disproportionate ecological footprints. These factors have a bearing on the organization and performance of civil society organizations and social movements, as explained in several chapters of this book. The volume is organized in three parts, dealing with aspects of civil society and social moments in small states in the political, social and environmental spheres, respectively. Various definitions of civil society are proposed in the chapters, but most authors associate the term with organized groups, operating in the interest of citizens, independently of government and commercial business, including various forms of non-governmental organizations (NGOs). Civil society also encompasses social movements, which are considered to be loosely organized collective campaigns in pursuit of social goals. These two terms are sometimes used interchangeably; however, some authors argue that social movements tend to engage in ‘contentious politics’ including protests, while NGOs engage through more organized and institutional routes.
