Créée en novembre 2012, cette Mission d’information s’est attelée à interroger la place et le rôle de la France face à l’affirmation de la puissance chinoise, en adoptant une démarche positive et constructive. À partir des nombreuses rencontres organisées à Paris, Bruxelles, Pékin, Chengdu, Shanghai et Suzhou, la Mission a d’abord cherché à appréhender la Chine dans sa complexité, à analyser notamment les conditions de la mise en oeuvre annoncée d’une mutation de son modèle économique en faveur d’une croissance plus qualitative et fondée sur la consommation intérieure. Elle a ensuite cherché à définir la stratégie et la méthode à déployer pour permettre à la France, sans naïveté aucune, de faire valoir ses nombreux atouts et d’asseoir son influence, en Chine et avec la Chine.La France est considérée comme un partenaire majeur sur le plan politique, mais elle apparaît trop faible sur le plan économique et insuffisamment organisée. L’année 2014 constituera un moment particulier, avec la célébration du cinquantenaire de la reconnaissance de la République populaire de Chine par le Général de Gaulle. Alors qu’un nouvel élan a été impulsé au plus haut niveau de l’État en faveur d’un renforcement du partenariat stratégique et que la diplomatie économique a été érigée au rang de priorité, cet anniversaire constitue une opportunité à saisir pour manifester la vitalité des relations franco-chinoises, affirmer les bénéfices réciproques à retirer de leur approfondissement et reformuler une relation équilibrée qui s’inscrive dans le long terme.Pour ce faire, la France doit procéder à une mise en ordre de sa politique et de ses outils, formuler une politique étrangère volontariste et efficace, faire preuve de constance et de consistance. C’est particulièrement vrai en matière économique et commerciale : le développement de la présence française impose une démarche organisée et très sélective, avec un dispositif d’accompagnement plus cohérent et plus lisible et une offre structurée au travers notamment de solutions intégrées et d’actions groupées. Cette ambition impose aussi de renouveler et promouvoir l’image de notre pays, « pays romantique », mais aussi moderne et porté par une exigence de qualité. Il faut mettre en valeur ses réussites, ses talents, son modèle. Il faut aussi réveiller en France la bienveillance, démontrer que notre pays est ouvert et accueillant, car la densité des relations bilatérales dépendra aussi des liens que nos deux sociétés sauront construire en s’ouvrant l’une à l’autre, à tous les niveaux – collectivités, hommes d’affaires, universitaires, artistes, étudiants, touristes... s
