This book deals with the historical relationship between international trade liberalisation – one of the backbones of globalisation – and the development of social welfare. In Europe the issue has regularly been at the centre of the political debate for at least two centuries, and still nowadays it continues to inspire decisions of the highest order, as in the recent case of Brexit. Analysing a number of particularly meaningful episodes and moments, the eight chapters of this edited volume provide an overview of how the liberalisation/welfare nexus has been addressed in Europe since the end of the 19th century. Describing the oscillations from phases in which state, non-state and transnational actors saw the two elements as widely conflicting, to others in which more harmonious visions prevailed, the book uncovers the political complexity of the issue and contributes to clarifying its connections with the current economic situation, political balances and general social conditions.

The first step is a free trade area in which internal visible trade restrictions (customs duties, quotas) between partner counties are removed. Examples for those forms of economic integration are the North American Free Trade Area (NAFTA) and the Asian Free Trade Area (AFTA). Adding a common external tariff for non-member countries to the elimination of internal trade obstacles creates ensuing a Customs Union. The next level of integration, the single market for commodities, is achieved by removing visible and invisible trade barriers. Therefore all restrictions on trade between member-countries are abolished and a common external tariff is imposed on external countries. Following to this level free factor mobility of production and of financial assets generate a common market. Next steps to economic integration are the Monetary and lastly the Economic Union by having a common currency and policy. Theme of this essay is critical arguments of disestablish trade barriers towards the European Union (EU) and its underlying economic theories in respective to the Single Market Programme (SMP), its aims and if they are achieved in terms of labour and social policies. In this exciting new book, Rieger and Leibfried argue persuasively for the need to understand developments in welfare and social provision alongside the processes of globalization. In the two decades following the Second World War, the massive expansion of the welfare state system arguably allowed Western governments to expose their societies to uncontrollable external risks associated with the deregulated global economic environment. The authors contend that the combination of changes in welfare and technological innovation provided the necessary conditions for globalization by limiting some of the more harmful effects of economic change. Today, the developed welfare state is in need of reform for various endogenous reasons. If such reforms are to work effectively, however, Rieger and Leibfried claim that governments must take into account the complex ways in which domestic social policy and external economic policy are interconnected. They maintain that the present climate provides a unique opportunity for policy-makers to engage constructively with globalization, warning that failure to think creatively about welfare in this context could result in governments falling back into an unhelpful and out-moded protectionist stance. Drawing on case studies from Germany and the United States, Rieger and Leibfried show how welfare reform has worked in practice in the Western world. Contrasting these findings with the experience of East Asian states, they go on to argue that whilst welfare systems may appear to be similar, they function in different ways depending on the cultural setting. These cultural differences may condition the way in which welfare state regimes are able to mitigate the effects of globalization upon particular societies and economies.

The difficulty in this approach is to ensure an economic integration of both countries on the basis of bilateral treaties, despite differing cultural, social and economic attitudes. As an effect of the continuing globalization and the increased international interconnectedness, there is generally a rising number of international free trade agreements among countries with the intention to achieve economic growth and welfare that on the other hand simultaneously led to an increased amount of criticism arising from non-governmental organizations, consumer protection organizations or environmental groups. This oppositeness has received a lot of attention during the recent negotiations and implementation of the Comprehensive Economic and Trade Agreement (CETA) between the European Union and Canada. Similar to the Transatlantic Trade and Investment Partnership (TTIP), which is a foreseen free trade agreement between the European Union and the United States that has been temporarily suspended due to huge protests, both agreements have in common that they bear more criticism that than any other free trade agreement ever before. This is why it is interesting to know to which degree there is a correlation of similarities and differences between a modern free trade agreement such as the CETA and an already established treaty like the North American Free Trade Agreement (NAFTA) between the United States, Mexico and Canada. According to the title, there will be “An analysis of the benefits and critique between the free trade agreements NAFTA and CETA in a historical comparison” with the purpose of figuring out whether a certain contracting country is benefiting from the NAFTA or the CETA or if it is experiencing any social, environmental, cultural, economic or other disadvantages. In the following segments these aspects will be examined, contrasted and evaluated with the support of studies and current data to provide meaningful findings and to give a final recommendation for action at the end of the paper.
