NAFTA. The WTO. Trade agreements are supposed to benefit us all. Instead, in the decade since they've been in effect, life has become much worse for millions of working Americans. In Shafted, working people-family farmers and farmworkers, fishermen and seamstresses-describe the ruin free trade has brought to them, their families, and their towns. These aren't theorists; these are the voices of experience. And they're telling us, clearly and eloquently, that it's time to stop the madness that enriches a few corporations at the cost of justice, human rights, community, family, and the dignity of work and of workers.

Annotation Kletzer attempts to heighten our understanding of the labor market costs of freer trade. While economy-wide net benefits may ensue from lossening trade policies, such policies do not proclude localized net losses. This book aims to measure some of these losses in the hope that future policy making will address them and the people who bear the burdon.

Saving Free Trade written by Robert Z. Lawrence and has been published by Brookings Institution Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 1986 with Political Science categories.

American Supporters of free trade are on the defensive. Record U.S. trade deficits are fueling demands from industry, Congress, and the public for tariffs, import quotas, and other protectionist measures that could reverse America's long-standing commitment to open markets and sacrifice much of the economic progress experienced in recent years. In Saving Free Trade: A Pragmatic Approach, Robert Z. Lawrence and Robert E. Litan analyze both the allure of protectionism and the problems associated with free trade, proposing reasonable, cost-effective ways of helping industries, workers, and communities battered by intense import competition. The book focuses on the escape clause of the U.S. Trade Act of 1974, meant to provide domestic industries temporary shelter from severe import competition, and the trade adjustment assistance program, designed to provide direct aid to companies, workers, and communities injured by imports. The authors analyze the assumptions and implication of the many currentcongressional attempts to amend the provisions of the escape clause and the assistance program. They then set forth their own proposals, including new definitions of import injuries, modifications of provisions for providing relief for beleaguered companies, new standards for compensating and retaining displaced workers, and a plan for insuring communities against severe losses to their tax bases if local industries fail because they can no longer compete. Saving Free Trade provides a detailed but nontechnical introduction to the complex implications of amending trade policy and shrewd, innovative proposals for improving America's ability to adapt to rapid changes in world markets.

Will technological improvement and growth in the rest of the world cause a decline in American living standards? Can government policy in Japan and Western Europe limit the availability of high- wage jobs in America? Does expanding trade with Mexico and other developing countries with large numbers of inexpensive workers imply a continuing decline in wages for low-skilled American workers? These questions express a widespread concern about potential negative effects of import competition on domestic labor markets, but ignore potential gains to U.S. workers from exports abroad. Through U.S. exports, the rest of the world is an increasingly large indirect employer of U.S. workers, and through imports, foreign labor is an increasingly important potential substitute for U.S. workers. Bringing together the often diverse perspectives of international economists, labor economists, and policymakers, this volume analyzes how international trade affects the level and distribution of wages and employment in the United States, examines the need for government intervention, and evaluates policy options. In addition to the editor, the contributors are Jagdish Bhagwati, Columbia University and American Enterprise Institute; J. Bradford De Long, U.S. Department of the Treasury and University of California, Berkeley; I. M. Destler, University of Maryland and Institute for International Economics; Richard B.
