When is a person free to do something? The focus of much of the recent work on this question has been the debate between those who defend freedom as non-interference (aka liberals) and those who defend freedom as non-domination (aka republicans). This book defends a new answer to this question, freedom as non-constraint. According to freedom as non-constraint, both interference and domination cause unfreedom, both human and natural constraints cause unfreedom, and both controlled and uncontrolled interference cause unfreedom. Compared to liberal and republican theories, freedom as non-constraint provides a better account of systemic and structural threats to freedom, a better picture of how market forces and governments impact freedom, and a better understanding of how the natural world constrains freedom. Freedom as non-constraint also provides a new account of the scalarity of freedom and points to the limits on our ability to measure freedom with precision.

Freedom after Kant situates Kant's concept of freedom in relation to leading philosophers of the period to trace a detailed history of philosophical thinking on freedom from the 18th to the 20th century. Beginning with German Idealism, the volume presents Kant's writings on freedom and their reception by contemporaries, successors, followers and critics. From exchanges of philosophical ideas on freedom between Kant and his contemporaries, Reinhold and Fichte, through to Kant's ideas on rational self-determination in Hegel and Schelling, we see Kant's original arguments transformed through concepts of autonomy, freedom and absolutes. The political aspect of Kant's freedom finds further articulation in chapters on Marx and Mill who developed their own notions of political freedom after Kant. Yet their meaning has been surprisingly neglected by political philosophers until now. Ian Carter provides the first systematic account of the nature and importance of our judgements about degrees of freedom. He begins with an analysis of the normative assumptions behind the claim that individuals are entitled to a measure of freedom, and then goes on to ask whether it is indeed conceptually possible to measure freedom. This book examines the underlying theoretical issues concerning the nature of political freedom. Arguing that most previous discussions of such freedom have been too narrowly focused, it explores both conservativism from Edmund Burke to its present resurgence, the radical tradition of Karl Marx, as well as the orthodox liberal model of freedom of John Locke, John Stuart Mill and Isaiah Berlin. Political Freedom argues that these three accounts of political freedom - conservative, liberal and radical - all have internal weaknesses which render them unsatisfactory. In the second part of the book George Brenkert develops an alternative theory of political freedom. Using the guiding concept of empowerment, his model explores individual rights, democratic participation in government and workplace, and the need to provide the material and educational resources to allow individuals to effectively exercise their rights to self-determination. It is a clear and bold attack on the view that there is no link between freedom and power.
