This volume explores the nature of human agency, including both its vitality and its vulnerabilities. The book identifies emancipatory sources of agency under conditions of domination and oppression, and it suggests a new, pluralist way to understand political freedom. Non-sovereign freedom should be conceived in a plural way because it takes diverse forms, happens in many different places, and aims at a variety of ends. The book reconstructs liberal individualism in fundamental ways. It offers new categories for conceiving human action, personal responsibility, and the meaning of liberty.

Other Global Issues books are a rather eclectic mash up of topics, headlines du jour, with an "and now this!" organizational scheme. The "hot" topics may have cooled by press time, and the presentation to students is disjointed, not clear. The approach is often a "scare 'em and leave 'em" presentation of a global horror show of problems, without clear arguments about the connections among the issues, or integrated discussions of solutions. In contrast, Global Issues Beyond Sovereignty provides a thesis and a common narrative throughout the "issue" chapters. The range of responses to manage global issues are compared and discussed throughout. Global problems move at internet speed; governments do not move so quickly. This creates gaps in what citizens expect the state to do, and what countries have the capacities to do. This paradox is a problem not only for weak or failing states; even the strongest states in the system struggle in how to effectively respond to global issues, from cybersecurity to environmental toxins. States cannot solve or manage trans-sovereign issues alone. The power of the private sector is growing (both legal and illegal, for profit and non-profit), while state power is flat or in some places declining. While private sector actors have means to impact transnational issues, they do not have a public mandate to do so. Countries increasingly must learn how to play well with others; this is easier said than done. Attempts to manage global issues flow through three channels: public sector responses, private sector responses, and mixed public-private partnerships. All three channels are explored throughout the book, uniting the issue chapters in a common discussion of challenges and responses. The conclusion presents lessons learned for theory and practice from managing global issues.

What does it mean to be free? We invoke the word frequently, yet the freedom of countless Americans is compromised by social inequalities that systematically undercut what they are able to do and to become. If we are to remedy these failures of freedom, we must move beyond the common assumption, prevalent in political theory and American public life, that individual agency is best conceived as a kind of personal sovereignty, or as self-determination or control over one’s actions. In Freedom Beyond Sovereignty, Sharon R. Krause shows that individual agency is best conceived as a non-sovereign experience because our ability to act and affect the world depends on how other people interpret and respond to what we do. The intersubjective character of agency makes it vulnerable to the effects of social inequality, but it is never in a strict sense socially determined. The agency of the oppressed sometimes surprises us with its vitality. Only by understanding the deep dynamics of agency as simultaneously non-sovereign and robust can we remediate the failed freedom of those on the losing end of persistent inequalities and grasp the scope of our own responsibility for social change. Freedom Beyond Sovereignty brings the experiences of the oppressed to the center of political theory and the study of freedom. It fundamentally reconstructs liberal individualism and enables us to see human action, personal responsibility, and the meaning of liberty in a totally new light.

The case for an eco-emancipatory politics to release the Earth from human domination and free us all from lives that are both exploitative and exploited Human domination of nature shapes every aspect of our lives today, even as it remains virtually invisible to us. Because human beings are a part of nature, the human domination of nature circles back to confine and exploit people as well—and not only the poor and marginalized but also the privileged and affluent, even in the world’s most prosperous societies. Although modern democracy establishes constraints intended to protect people from domination as the arbitrary exercise of power, it offers few such protections for nonhuman parts of nature. The result is that, wherever we fall in human hierarchies, we inevitably find ourselves both complicit in and entrapped by a system that makes sustainable living all but impossible. It confines and exploits not only nature but people too, albeit in different ways. In Eco-Emancipation, Sharon Krause argues that we can find our way to a better, freer life by constraining the use of human power in relation to nature and promoting nature’s well-being alongside our own, thereby releasing the Earth from human domination and freeing us from a way of life that is both exploitative and exploited, complicit and entrapped. Eco-emancipation calls for new, more-than-human political communities that incorporate nonhuman parts of nature through institutions of representation and regimes of rights, combining these new institutional arrangements with political activism, a public ethos of respect for nature, and a culture of eco-responsibility.

Protecting sovereignty while advancing American interests in the global age Americans have long been protective of the country’s sovereignty—beginning when George Washington retired as president with the admonition for his successors to avoid “permanent” alliances with foreign powers. Ever since, the nation has faced persistent, often heated debates about how to maintain that sovereignty, and whether it is endangered when the United States enters international organizations, treaties, and alliances about which Washington warned. As the recent election made clear, sovereignty is also one of the most frequently invoked, polemical, and misunderstood concepts in politics—particularly American politics. The concept wields symbolic power, implying something sacred and inalienable: the right of the people to control their fate without subordination to outside authorities. Given its emotional pull, however, the concept is easily highjacked by political opportunists. By playing the sovereignty card, they can curtail more reasoned debates over the merits of proposed international commitments by portraying supporters of global treaties or organizations as enemies of motherhood and apple pie. Such polemics distract Americans from what is really at stake in the sovereignty debate: namely, the ability of the United States to shape its destiny in a global age. The United States cannot successfully manage globalization, much less insulate itself from cross-border threats, on its own. As global integration deepens and cross-border challenges grow, the nation’s fate is increasingly tied to that of other countries, whose cooperation will be needed to exploit the shared opportunities and mitigate the common risks of interdependence. The Sovereignty Wars is intended to help today's policymakers think more clearly about what is actually at stake in the sovereignty debate and to provide some criteria for determining when it is appropriate to make bargains over sovereignty—and how to make them.

As an overseas department of France, Guadeloupe is one of a handful of non-independent societies in the Caribbean that seem like political exceptions—or even paradoxes—in our current postcolonial era. In Non-Sovereign Futures, Yarimar Bonilla wrestles with the conceptual arsenal of political modernity—challenging contemporary notions of freedom, sovereignty, nationalism, and revolution—in order to recast Guadeloupe not as a problematically non-sovereign site but as a place that can unsettle how we think of sovereignty itself. Through a deep ethnography of Guadeloupean labor activism, Bonilla examines how Caribbean political actors navigate the conflicting norms and desires produced by the modernist project of postcolonial sovereignty. Exploring the political and historical imaginaries of activist communities, she examines their attempts to forge new visions for the future by reconfiguring narratives of the past, especially the histories of colonialism and slavery. Drawing from nearly a decade of ethnographic research, she shows that political participation—even in failed movements—has social impacts beyond simple material or economic gains. Ultimately, she uses the cases of Guadeloupe and the Caribbean at large to offer a more sophisticated conception of the possibilities of sovereignty in the postcolonial era.

The result is a rich ethnography of the ways criollo spiritual practices challenge gender and racial binaries and manifest what Lara characterizes as a shared desire for decolonization. Queer Freedom : Black Sovereignty is also a ceremonial ofrenda, or offering, in its own right. At its heart is a fundamental question: How can we enable "queer : black" life in all its forms, and what would it mean to be "free : sovereign" in the twenty-first century?
