The issues raised by today's global and multicultural societies are complex, and it is urgent for the research community to help improve our understanding of the current problems. The current publication may be seen as a follow-up to these earlier titles. It is based on research in the Nordic countries, but many of the studies are global in nature and the result of collaborations between researchers from many parts of the world. For several decades, the city-state of Singapore has been an international anomaly, combining an advanced, open economy with restrictions on civil liberties and press freedom. Freedom from the Pressanalyses the republic's media system, showing how it has been structured - like the rest of the political framework - to provide maximun freedom of manoeuvre for the People's Action Party (PAP) government. Cherian George assessed why the PAP's "freedom from the press" model has lasted longer than many other authoritarian systems. He suggests that one key factor has been the PAP's recognition that market forces could be harnessed as a way to tame journalism. Another counter-intuitive strategy is its self-restraint in the use of force, progressively turning to subtler means of control that are less prone to backfire. The PAP has also remained open to internal reform, even as it tries to insulate itself from political competition. Thus, although increasingly challenged by dissenting views disseminated through the internet, the PAP has so far managed to consolidate its soft-authoritarian, hegemonic form of electoral democracy. Given Singapore's unique place on the world map of press freedom and democracy, this book not only provides a constructive engagement with ongoing debates about the city-state but also makes a significant contribution to the comparative study of journalism and politics.

European Convention on Human Rights – Article 10 – Freedom of expression 1. Everyone has the right to freedom of expression. This right shall include freedom to hold opinions and to receive and impart information and ideas without interference by public authority and regardless of frontiers. This article shall not prevent States from requiring the licensing of broadcasting, television or cinema enterprises. 2. The exercise of these freedoms, since it carries with it duties and responsibilities, may be subject to such formalities, conditions, restrictions or penalties as are prescribed by law and are necessary in a democratic society, in the interests of national security, territorial integrity or public safety, for the prevention of disorder or crime, for the protection of health or morals, for the protection of the reputation or rights of others, for preventing the disclosure of information received in confidence, or for maintaining the authority and impartiality of the judiciary. In the context of an effective democracy and respect for human rights mentioned in the Preamble to the European Convention on Human Rights, freedom of expression is not only important in its own right, but it also plays a central part in the protection of other rights under the Convention. Without a broad guarantee of the right to freedom of expression protected by independent and impartial courts, there is no free country, there is no democracy. This general proposition is undeniable. This handbook is a practical tool for legal professionals from Council of Europe member states who wish to strengthen their skills in applying the European Convention on Human Rights and the case law of the European Court of Human Rights in their daily work.

In the 1789 Declaration of the Rights of Man and of the Citizen, French revolutionaries proclaimed the freedom of speech, religion, and opinion. Censorship was abolished, and France appeared to be on a path towards tolerance, pluralism, and civil liberties. A mere four years later, the country descended into a period of political terror, as thousands were arrested, tried, and executed for crimes of expression and opinion. In Policing Public Opinion in the French Revolution, Charles Walton traces the origins of this reversal back to the Old Regime. He shows that while early advocates of press freedom sought to abolish pre-publication censorship, the majority still firmly believed injurious speech--or calumny--constituted a crime, even treason if it undermined the honor of sovereign authority or sacred collective values, such as religion and civic spirit. With the collapse of institutions responsible for regulating honor and morality in 1789, calumny proliferated, as did obsessions with it. Drawing on wide-ranging sources, from National Assembly debates to local police archives, Walton shows how struggles to set legal and moral limits on free speech led to the radicalization of politics, and eventually to the brutal liquidation of "calumniators" and fanatical efforts to rebuild society's moral foundation during the Terror of 1793-1794. With its emphasis on how revolutionaries drew upon cultural and political legacies of the Old Regime, this study sheds new light on the origins of the Terror and the French Revolution, as well as the history of free expression.
