Freedom, Opportunity, and Security is a book on government economic policy which will have some appeal to both sides of the political divide. The book starts from basic principles to develop the case for a free economy, and then presents the case for policies to provide opportunity and security. However, all policies are subject to the reality constraint that the average real wage equals the average level of productivity. Downing’s incisive analysis considers many questions in regard to economic policy. For instance, why Keynesians are right that aggregate demand stabilization is crucial, but wrong to think that discretionary policy is the best way to achieve it. He also answers why government debt could be good or could be bad, depending on what it is used for and how it will be paid back. He analyzes how greedy lenders caused the mortgage crisis, but that greed alone cannot explain why lenders would carelessly lend heedless of the prospects for repayment. Additionally, he explores how concentrated economic power is a problem, but there is risk that government policy ostensibly exercised to benefit the powerless can in fact be twisted to further enrich the rich. Downing offers a comprehensive analysis of every level of economic policy and government structure. Even when we know the best economic policy, there is a problem if the political system rewards candidates who support narrow-interest policies more than general-interest policies. This book offers strategies to improve our dysfunctional presidential nomination system and uncompetitive congressional elections.

A former Deputy Attorney General of the United States argues that we must preserve our civil liberties and democratic values while fighting terrorism. On September 11, 2001, the United States began to consider the terrorist threat in a new light. Terrorism was no longer something that happened in other countries on other continents but became a pressing domestic concern for the US government and American citizens. The nation suddenly faced a protracted struggle. In Terrorism, Freedom, and Security, Philip Heymann continues the discussion of responses to terrorism that he began in his widely read Terrorism and America. He argues that diplomacy, intelligence, and international law should play a larger role than military action in our counterterrorism policy; instead of waging "war" against terrorism, the United States needs a broader range of policies. Heymann believes that many of the policies adopted since September 11--including trials before military tribunals, secret detentions, and the subcontracting of interrogation to countries where torture is routine--are at odds with American political and legal traditions and create disturbing precedents. Americans should not be expected to accept apparently indefinite infringements on civil liberties and the abandonment of such constitutional principles as separation of powers and the rule of law. Heymann believes that the United States can guard against the continuing threat of terrorism while keeping its traditional democratic values in place.

By the winner of the 1988 Nobel Prize in Economics, an essential and paradigm-altering framework for understanding economic development--for both rich and poor--in the twenty-first century. Freedom, Sen argues, is both the end and most efficient means of sustaining economic life and the key to securing the general welfare of the world's entire population. Releasing the idea of individual freedom from association with any particular historical, intellectual, political, or religious tradition, Sen clearly demonstrates its current applicability and possibilities. In the new global economy, where, despite unprecedented increases in overall opulence, the contemporary world denies elementary freedoms to vast numbers--perhaps even the majority of people--he concludes, it is still possible to practically and optimistically restain a sense of social accountability. Development as Freedom is essential reading.

This book explores how George W. Bush’s Freedom Agenda for the Middle East and North Africa was conceived and implemented as an American national interest, from the Bush era right through to the initial stages of the Obama administration. It highlights how the crisis presented by September 11 2001 led to regime change in Afghanistan and Iraq, but more broadly how American policy towards the region had a softer imperial side, which drew on broader economic theories of democratisation and modernisation. The Freedom Agenda contained within it a prescribed method of combating terrorism, but also a method of engaging with and reforming the entire Middle East region more broadly, with many institutions seeking to use the opportunity to implement neo-liberal market logics in the region. Constructing America's Freedom Agenda for the Middle East highlights the particular understanding of "freedom" that underpins America’s imperial project in the region; a project trapped between a policy of democratisation and domination. This book analyses the Freedom Agenda in significantly more depth than in available current literature and would be of interest to students and researchers of global politics and international foreign policy of recent years.

Imagining a smarter social safety net for America’s children The status quo doesn’t work for millions of Americans, and the consequences of millions of failures are expensive for everyone else. There has to be a better, fairer, and more cost-effective way of helping people achieve success. That is what this book is all about. The United States now spends trillions of dollars on chronic disease, incarceration, educational failures, and lost productivity—among the many problems of the current system. Instead, this book argues for better, more targeted spending that could guarantee an opportunity-rich childhood for all. The “guardrails” of the title are the aspects of a well-functioning neighborhood that help children become thriving adults: good schools, well-funded libraries, safe streets and public spaces, quality health care, churches and other spiritual homes, and transportation and other public services. “Airbags” are timely interventions at the individual level that help avert lasting damage from bad events. Examples include drug treatment or psychological counseling for troubled young people. The United States can afford both better guardrails and airbags for kids to help them become healthy and productive adults who will be effective parents for the next generation. This book advocates a smarter social safety net that will catch kids heading in the wrong direction before they are harmed, and society will pay for those upstream investments and reap the benefits of healthier and more productive generations to come.

European Convention on Human Rights – Article 10 – Freedom of expression 1. Everyone has the right to freedom of expression. This right shall include freedom to hold opinions and to receive and impart information and ideas without interference by public authority and regardless of frontiers. This article shall not prevent States from requiring the licensing of broadcasting, television or cinema enterprises. 2. The exercise of these freedoms, since it carries with it duties and responsibilities, may be subject to such formalities, conditions, restrictions or penalties as are prescribed by law and are necessary in a democratic society, in the interests of national security, territorial integrity or public safety, for the prevention of disorder or crime, for the protection of health or morals, for the protection of the reputation or rights of others, for preventing the disclosure of information received in confidence, or for maintaining the authority and impartiality of the judiciary. In the context of an effective democracy and respect for human rights mentioned in the Preamble to the European Convention on Human Rights, freedom of expression is not only important in its own right, but it also plays a central part in the protection of other rights under the Convention. Without a broad guarantee of the right to freedom of expression protected by independent and impartial courts, there is no free country, there is no democracy. This general proposition is undeniable. This handbook is a practical tool for legal professionals from Council of Europe member states who wish to strengthen their skills in applying the European Convention on Human Rights and the case law of the European Court of Human Rights in their daily work.
