Within the field of second language acquisition, interest in the acquisition of French as a second language has a long-standing tradition, especially in the European context. This paper develops the principles which underly the policy statement of the Canadian Teachers' Federation. The introductory material discusses the need to study foreign language in today's interdependent world, and particularly in Canada, an officially bilingual country. Also discussed are the enrollment trends in the provinces and the aims and objectives of a French Second Language program. Regarding the level of competency to be achieved, it is stated that every student has the right to attain a basic competency. This is defined as a good knowledge of the language, ability to make oneself understood in conversation, ability to read standard texts, some knowledge of French-speaking communities, and ability to take up the study of French again at a later date. The aims of middle and top level classes are outlined as well as criteria for achievement on all levels. The criteria concern: (1) time on task, (2) teacher education, (3) teaching materials and cultural orientation, (4) class size and pupil/teacher contact, (5) support services, and (6) parental and community contact. Finally, it is proposed that basic competency in a second language be instituted as a requirement for admission to any university and that the government of Canada promote language education. The French of English speaking students of French as a second language is compared with "francais populaire" (FP) in order to determine similarities in their tendency toward simplified grammar and morphology. Simplifying characteristics that are typical of FP were obtained from French working class sources, while simplification patterns of French as a second language were drawn from 100 compositions written by university students enrolled in intermediate level French courses. Simplification errors found in the student compositions are classified according to corresponding grammatical traits of FP, including general morphology and syntax, articles, substantives, adjectives, pronouns, verbs, adverbs, and prepositions. Research on language simplification processes, data collection and analysis methods, and pedagogical implications are discussed. The data analysis shows that speakers of FP and American students of French employ simplification systems that are similar in many respects. (RW)

This thesis investigates morphosyntactic learning in adult second language (L2) learners of French. It examines the assumption posited by linguistic and neurocognitive models according to which L2 learners' difficulty in fully mastering morphosyntactic knowledge is due to a failure to mentally represent and process morphosyntactic information in a native-like manner. The series of experiments presented in this thesis use ERPs to investigate whether the difficulties that late L2 learners encounter in processing morphosyntactic agreement can be explained by (a) the phonological realization of inflectional morphology in the target language and (b) interference from the learners' native language (L1). The findings demonstrate that late L2 learners can achieve native-like processing of morphosyntactic knowledge at high levels of proficiency, regardless of the status of the morphosyntactic system in their L1. In addition, we provide evidence that phonological information contained in inflectional morphology plays an important role in the acquisition and processing of morphosyntactic agreement in L2. It is thus argued that L2 learners' processing of morphosyntactic agreement is less influenced by the L1 at high levels of proficiency, while still being potentially affected by the specific morphosyntactic properties of the target language. These findings give further support to linguistic and neurocognitive models positing that morphosyntactic processing in adult L2 learners involves mental representations and cognitive mechanisms similar to those used by native speakers.
