This book provides a detailed analysis of the political arguments about the place of Muslims in contemporary France, and also discusses the ideas put forward by a range of Muslim thinkers. France has become the setting for one of the most important conflicts in the modern world. On the one hand, it possesses a rigidly organized, centralized state, whose bureaucrats and civil servants are animated by a code of secular activism. On the other hand, France is also the home for Europe's largest Muslim minority, variously estimated at numbering between four and six million people. This means that in terms of simple numbers, France can be counted as the world's fifteenth Islamic power. Previous conflicts with religion have left a deep impression on French political culture: from the sixteenth and seventeenth-century conflicts between Catholics and Protestants played to the formation of the collaborationist Vichy government in 1940. In recent decades, Muslims have been stigmatized as an irreconcilable minority unable to adapt to the secular culture of the majority of French citizens. This work draws out the political implications of the current conflict. It is based on events and publications produced in a single five year period, beginning with the shock of the 2002 Presidential elections, in which Le Pen was the second most successful candidate, ranging through the legislation of March 2004 which banned the Islamic headscarf from French state schools, and which sparked off a series of bad-tempered exchanges between left and right-wing French nationalists, anti-racism campaigners, secularists, anti-clericals and a variety of Muslim authors.

While France has successfully integrated waves of immigrants in the past, this new influx poses a new variety of challenges—much as it does in neighboring European countries. Integrating Islam portrays the more complex reality of integration's successes and failures in French politics and society. The French state has long had a troubled relationship with its diverse Muslim populations. In Only Muslim, Naomi Davidson traces this turbulence to the 1920s and 1930s, when North Africans first immigrated to French cities in significant numbers. Drawing on police reports, architectural blueprints, posters, propaganda films, and documentation from metropolitan and colonial officials as well as anticolonial nationalists, she reveals the ways in which French politicians and social scientists created a distinctly French vision of Islam that would inform public policy and political attitudes toward Muslims for the rest of the century—Islam français. French Muslims were cast into a permanent "otherness" that functioned in the same way as racial difference. This notion that one was only and forever Muslim was attributed to all immigrants from North Africa, though in time "Muslim" came to function as a synonym for Algerian, despite the diversity of the North and West African population.Davidson grounds her narrative in the history of the Mosquée de Paris, which was inaugurated in 1926 and epitomized the concept of Islam français. Built in official gratitude to the tens of thousands of Muslim subjects of France who fought and were killed in World War I, the site also provided the state with a means to regulate Muslim life throughout the metropole beginning during the interwar period. Later chapters turn to the consequences of the state's essentialized view of Muslims in the Vichy years and during the Algerian War. Davidson concludes with current debates over plans to build a Muslim cultural institute in the middle of a Parisian immigrant neighborhood, showing how Islam remains today a marker of an unassimilable difference.

In 1989 three Muslim schoolgirls from a Paris suburb refused to remove their Islamic headscarves in class. The headscarf crisis signaled an Islamic revival among the children of North African immigrants; it also ignited an ongoing debate about the place of Muslims within the secular nation-state. Based on ten years of ethnographic research, The Republic Unsettled alternates between an analysis of Muslim French religiosity and the contradictions of French secularism that this emergent religiosity precipitated. Mayanthi L. Fernando explores how Muslim French draw on both Islamic and secular-republican traditions to create novel modes of ethical and political life, reconfiguring those traditions to imagine a new future for France. She also examines how the political discourses, institutions, and laws that constitute French secularism regulate Islam, transforming the Islamic tradition and what it means to be Muslim. Fernando traces how long-standing tensions within secularism and republican citizenship are displaced onto France's Muslims, who, as a result, are rendered illegitimate as political citizens and moral subjects. She argues, ultimately, that the Muslim question is as much about secularism as it is about Islam.

At the beginning of the twenty-first century, leading intellectuals are claiming "There is a problem with Islam in France," thus legitimising the discourse of the racist National Front. Such claims have been strengthened by the backlash since the terrorist attacks in Paris in January and November 2015, coming to represent a new 'common sense' in the political landscape, and we have seen a similar logic play out in the United States and Europe. Edwy Plenel, former editorial director of Le Monde, essayist and founder of the investigative journalism website Mediapart tackles these claims head-on, taking the side of his compatriots of Muslim origin, culture or belief, against those who make them into scapegoats. He demonstrates how a form of "Republican and secularist fundamentalism" has become a mask to hide a new form of virulent Islamophobia.
