Dams, irrigation systems and hydropolitics are back on the geopolitical agenda. In recent years, we have seen an accelerating interest in large-scale water infrastructures, such as multipurpose dams and irrigation schemes, in the Nile Region and adjacent catchment areas. Governments in these regions are struggling to increase food security and to provide more energy in the face of industrialisation, climate change and rapid urban growth. The tension between countries over access to water will probably rise, as spells of drought increase in length and intensity. This small anthology presents seven chapters on dam building processes and projects from Egypt, Ethiopia, Sudan, Uganda and Tanzania. It aims to deepen the understanding of the role of dams in development strategies in Africa and it problematizes why some dams are implemented while others are not, and the decision-making processes behind building either irrigation, hydropower or multi-purpose dams. Written in a short and consistent genre, it targets academics and policy makers interested in dam discourses and water infrastructure development

This is one of the first books to analyse the full cycle of rise and fall of Brazil's foreign policy towards Africa in the beginning of the 21st century. During his government, former president Luiz Inácio Lula da Silva (2003-2010) made the drive towards Africa one of the cornerstones of Brazilian diplomacy and cooperation. In a bid to build strategic trading partnerships with African counterparts, Lula’s government committed itself to an ambitious program centred on provisions in loans and credits as well as the exponential growth of its South-South cooperation. After Lula, however, this drive towards Africa started to decline and finally collapsed in face of political meltdown in Brazil and the proliferation of controversial judicial investigations that directly involved political leaders at the centre of most initiatives undertook in the 2000s. The rise and fall of Brazil-Africa relations has provoked much discussion in policy-making, as well as scholarly research. For countries that share river basins with others, questions of how best to use and protect precious water resources always become entangled in complex political, legal, environmental, and economic considerations. This book focuses on the issues that face all international river basins by examining in detail the Nile Basin and the ten countries that lay claim to its waters. John Waterbury applies collective action theory and international relations theory to the challenges of the ten Nile nations. Confronting issues ranging from food security and famine prevention to political stability, these countries have yet to arrive at a comprehensive understanding of how to manage the Nile’s resources. Waterbury proposes a series of steps leading to the formulation of environmentally sound policies and regulations by individual states, the establishment of accords among groups of states, and the critical participation of third-party sources of funding like the World Bank.
