This book is translated from its Indonesian version titled “DARI BOM BALI HINGGA TRAGEDI SUKHOI – Keberhasilan DVI Indonesia dalam Mengungkap Berbagai Kasus” (FROM BALI BOMBING TO SUKHOI TRAGEDY, the success story of Indonesian DVI in uncovering various cases). The publication of this book had gone through a long process, starting from my passion as a writer who has a study background in disaster victims’ identification and involvements in the activities of DVI (Disaster Victim Identification), and then encouragements from many people to write about the DVI’s works and success in uncovering many cases. The aim, of course, is to make it as a subject of learning for the general public about the meaning and benefit of the works of identifying victims of natural disasters and man-caused disasters. The Indonesian version of this book had been published in mid-2013. It was profoundly welcomed by the general public, the Police, mass media, and academicians, especially those who involve in medicine and forensics. In less than two months, the book had to be printed in second edition. Therefore, as a writer I would like to take this opportunity to extend my gratitude and respect to all sides who had supported the publication of the Indonesian version book. I would like also to extend my gratitude to all officials at that time, including General Police Drs. Timur Pradopo as Chief of Indonesian National Police, Irjen Polisi Drs. Didiek S. Triwidodo M.M, M. Hum as Central Java Police Commander, Brigjen. Pol. Dr. Arthur Tampi as Kapusdokkes Polri and the committee chairman of DVI Nasional Indonesia, Kombes Pol Dr. Musyafak as chairman of Biddokkes at Central Java Regional Police (Biddokkes Polda Jateng), and to Brigjen Pol. dr. The more so, a number of cases mentioned in this book involved foreigners. On one side, the issues of foreigners have encouraged all professionals to study it, but on the other side, all families’ members of the foreign victims with various aspects of their background study will also be encouraged to read and study it. In writing this book, I will not only fulfill a moral responsibility resulted from my involvement in DVI Indonesia. But more than that, this book will also show the professionalism of the Police and the team of DVI Indonesia, and that way their works and performances can be well known at the international stage. This English version publication was also a result of encouragement from the current Chief of Indonesian National Police, General Police Drs. Sutarman. According to him, the advancement of information and communication technology has made the world without borders. All events in other countries, especially related to natural disasters and man-caused disasters, cannot be concealed from the attention of people in other countries. The Police as the vanguard in handling and uncovering the victims is required to be professional and open to the international community. That is the reason why the Chief of Indonesian National Police has strongly encouraged the publication of this English version, and was willing to write a preface. As a writer of this book, I would like to extend my gratitude and respect to the Chief of Indonesian National Police. Ada banyak kisah dan kesan serta kiprah para srikandi ini yang mampu melawan rasa takut menjadi rasa kagum. Mereka mengakui bahwa tubuh korban yang membisu itu menyimpan banyak cerita tentang kematiannya. Bagai membaca novel misteri, cerita tentang hidup dan apa yang dialami korban di akhir hayatnya tersimpan di sana. Pekerjaan ini memang luar biasa, yaitu membantu korban yang notabene sudah wafat menceritakan kisahnya kembali untuk mendapat keadilan dengan cara ilmiah dan objektif. Dokter forensik juga ternyata bukan hanya berurusan dengan mayat, namun berbagai perkara kemanusiaan lain yang melibatkan korban hidup hingga sengketa keluarga. Pesan bagi mereka yang berminat menekuni profesi ini, setidaknya mereka harus memiliki dua kecenderungan sifat, yaitu sensitif terhadap ketidakadilan serta sikap saintifik (ilmiah). Sensitif terhadap ketidakadilan menjadi fondasi sikap, bahwa untuk menegakkan keadilan diperlukan dukungan ahli yang tidak memihak (imparsial) serta membebaskan diri dari tekanan dan konflik kepentingan (independen). Sementara itu, kapasitas berpikir ilmiah diperlukan agar mampu mengoleksi data dengan baik dan benar, membuat interpretasi dengan benar, mengambil kesimpulan yang logis berbasis data (evidence-based), serta mampu menggunakan teori yang diakui komunitas ilmiah di tingkat global. Jadi, praktik forensik bukanlah praktik gut-feeling, apalagi mistik. Fiat Justitia Pereat Mundus Ilmu Kedokteran Forensik –sebagian kalangan menyebut dengan istilah Ilmu Kedokteran Kehakiman- dipercayai banyak orang telah dipraktekkan sekitar 5000-6000 tahun sebelum Masehi. Salah satu bagian yang penting dalam praktik kedokteran forensik yang sudah sering dilakukan jauh sebelum Masehi adalah autopsi. Meskipun pada saat itu, kaitannya secara langsung untuk kepentingan peradilan belum terlihat jelas. Hal ini dikarenakan, autopsi pada masa itu lebih banyak ditujukan untuk kepentingan pendidikan dan penyelidikan penyakit. Barulah di masa Romawi Kuno, hukum kedokteran yang dikenal dengan nama Hukum Justinianus (Justinian Code), mengatur para ahli kedokteran forensik dalam masalah medikolegal. Kaisar Justinianus sudah mendudukkan posisi dokter di pengadilan sebagai saksi ahli. Pada zaman itu para dokter harus dapat membuktikan awal kehamilan, waktu persalinan, kemandulan, impotensi, perkosaan dan lain-lain. Oleh karenanya, dokter bukanlah saksi biasa, tetapi sumber informasi pada kasus-kasus perlukaan, infantisida, bunuh diri, perkosaan, bestialitas dan sebagainya. Di masa modern sekarang, Ilmu Kedokteran Forensik dan Medikolegal sudah menjadi salah satu cabang ilmu kedokteran yang diaplikasikan untuk kepentingan keadilan. Frasa Pro Justitia merupakan suatu frasa yang tidak asing dan seolah melekat pada diri seorang dokter spesialis forensik dan medikolegal. Menjadi seorang dokter forensik berarti menjadi dokter yang berkontribusi dalam upaya mewujudkan keadilan, tanpa mengesampingkan aspek ilmiah dan sinergi dengan sistem kesehatan. Menegakkan keadilan bukan hal yang mudah. Seperti tertuang dalam salah satu adagium hukum yang berbunyi “Fiat Justitia Pereat Mundus”, yang berarti sekalipun dunia runtuh, keadilan harus tetap ditegakkan. Maka, menjadi seorang dokter forensik tidak hanya membutuhkan kejujuran dan integritas, namun juga membutuhkan keberanian, serta prinsip imparsial, yang merupakan suatu keniscayaan. Sampai sekarang masih banyak masyarakat melihat kedokteran forensik dan medikolegal sebagai sebuah profesi yang hanya berkutat pada mayat/jenazah, padahal pemeriksaan jenazah ini hanya satu dari sekian ruang lingkup kedokteran forensik, yaitu forensik patologi. Masih ada ranah lain selain forensik patologi, antara lain forensik klinik, antropologi forensik, forensik epidemiologi, serta medikolegal. Begitu halnya anggapan kurang tepat mengenai profesi kedokteran forensik yang dinilai hanya bekerja dalam kaitan kasus-kasus pidana atau terkait kepolisian. Nyatanya, seorang dokter forensik pun dapat berkontribusi dalam penyelesaian perkara, yang kadang tidak mengharuskan adanya peran penegak hukum, seperti kasus sengketa keayahan, sengketa medis, maupun sengketa asuransi. Selain itu, data yang berasal dari kedokteran forensik dapat dimanfaatkan untuk kepentingan public health atau preventif, serta berperan aktif dalam kegiatan DVI (Disaster Victim Identification) saat terjadi bencana yang melibatkan korban massal. Menjadi dokter spesialis forensik dan medikolegal mungkin berarti bekerja di belakang layar, tidak menjanjikan popularitas, namun perannya ternyata dibutuhkan, meski belum semua pihak memahami secara komprehensif apa yang dikerjakan oleh dokter spesialis forensik, apa saja ruang lingkupnya, termasuk adanya sudut pandang berbeda dengan klinisi lain. Dari segi finansial pun mungkin tampak kurang menjanjikan, apalagi harus berhadapan dengan pemeriksaan jenazah dalam berbagai kondisi. Hal-hal tersebut mungkin menjadi alasan sedikitnya peminat spesialisasi dokter forensik. Di antara sejumlah dokter forensik di Indonesia, sekitar sepertiganya adalah dokter spesialis forensik perempuan. Seluruh dokter spesialis forensik akan melaksanakan tugasnya secara profesional sesuai kompetensi dan kewenangannya di fasilitas pelayanan kesehatan mana pun. Sekali lagi; dalam buku ini diungkap tentang para perempuan Indonesia yang berprofesi sebagai dokter forensik. Peran dan kiprah Srikandi Forensik ini terbilang unik dan menarik, tak melulu hanya berurusan dengan kematian, bedah mayat atau autopsi jenazah karena kasus kriminal ataupun tragedi kemanusiaan. Mereka tak hanya berkutat pada pemeriksaan jenazah atau patologi forensik, melainkan berkaitan pula dengan pemeriksaan orang hidup (forensik klinik), medikolegal, dan hal yang terkait public health. Perempuan-perempuan luar biasa yang menjalankan profesi unik, dan dianggap ‘tak biasa’. Dan beberapa diantaranya, dari dokter spesialis forensik perempuan yang telah puluhan tahun berkecimpung di dunia kedokteran forensik, para dokter spesialis forensik muda, serta calon dokter spesialis forensik, bersedia membagi hikmah dan kisahnya dalam buku ini. Menjadi seorang dokter forensik perempuan tidak lantas berarti otomatis mendapatkan perlakuan istimewa, bukan berarti bebas hambatan dan rintangan, namun justru harus menjalani beberapa peran secara sekaligus. Entah itu peran multipel sebagai seorang ibu, istri, maupun jabatan struktural lain. This book examines military operations other than war (MOOTW) of the Indonesian military in the post-Suharto period and argues that the twin development of democratic consolidation, marked by ‘stable’ civil–military relations from 2004 to 2014 under Susilo Bambang Yudhoyono’s presidency, and internationalization of the military have not yet entirely de-politicized the armed forces. This book shows how peacekeeping, humanitarian assistance and disaster relief, and counter-terror missions have been reinvented by the Indonesian military (Tentara Nasional Indonesia, TNI) to adhere to its politico-institutional interests rather than to divert military attention from politics. In contrast with conventional arguments about the rationale of MOOTW in promoting military professionalism, this book provides the first critical analysis of the development of these missions and correlates them with TNI’s concerted effort to preserve territorial command structure – a military network that parallels the civilian bureaucracy down to the village level. The book argues that the military in Indonesia remains domestically political amidst high intensity of international activism.
