When thinking about relations between Europe and Russia, International Relations scholars focus on why conflict has replaced cooperation. The "geostrategic debate" excludes the possible coexistence of cooperation and conflict. Tracking the evolution of conflict and cooperation patterns in three zones of contact (Estonia, Kaliningrad, and Moldova) between 1991 and 2016, this edited volume argues that, although the standard narrative remains compelling, local patterns of cooperation and conflict are partly autonomous from the geostrategic level. To account for the coexistence of cooperation and conflict, the first chapter elaborates a theoretical proposition distinguishing fluid, rigid, and disputed symbolic boundaries, which have different impacts on the ground. The subsequent chapters address distinct dimensions of Euro-Russian relations, paying attention to local reality in Estonia, Moldova, Ukraine, or Kaliningrad, different sectors from energy to peoples’ movement, and across institutional contexts such as the EU and NATO. They confirm that the standard narrative holds in most cases, but also that Euro-Russian relations vary in crucial ways according to the interests and representations of actors immersed in specific geopolitical fields. Despite a deterioration of geostrategic relations between Europe and Russia since the end of the Soviet Union, Cooperation and Conflict between Europe and Russia explores the intriguing coexistence of conflict and cooperation at the local level and across sectors and institutions. The chapters in this book were originally published as a special issue of the journal East European Politics.

1. 1 THE STUDY OF CONFLICT Polemos Pantoon Pater Heraclitus Conflict on all levels of organic existence is pervasive, persistent, ubiquitous. Conflict is the universal experience of all life forms. Organisms are bound in multiple conflict-configurations and -coalitions, which have their own dynamic and their own logic. This does not mean, however, that the more paroxysmal forms of conflict behaviour, naked violence and destruction, are also universal. Conflict and cooperation are always intertwined. Conflicts do, however, have a propensity to gravitate towards violence. There is, as Pettman (1975) pointed out, no accepted or agreed list of the social units by which conflicts might be classified. To talk of conflict in intra personal, inter-personal, familial, group, class, ethnic, religious, intra-state or inter-state terms is to assume, perhaps erroneously, that 'each kind of social unit, having its own range of size, structure, and institutions, will also have its own modes of interaction and thus its own patterns of conflict with other social units' (Fink, 1968) like and unlike itself. Such an assumption merits scrutiny on its own, since, despite the plausibility of some sort of analytical link between the parties to a conflict and the nature of the confrontation that ensues, the link should be demonstrated and not allowed to stand by assertion alone. This volume is devoted to one type of analysis of conflict, the socio biological one.

At midnight on October 2, 1990, the West German armed forces took over the approximately 90,000 men comprising the National People's (East German) Army (NVA) and assumed control of its substantial arsenal. This study is an analysis of that unification from its beginning in July 1990 to the end of summer of 1993 when all applications for future service of former NVA officers and non-commissioned officers had been processed. Using numerous un-published sources and interviews, the author addresses the following areas: the organization used by the Bundeswehr and the political control exerted in the Takeover, the key decisions reached and the explanation of these decisions, the relationship of the Takeover to the new Army Structure 5 being implemented at the time, and the effect of the Takeover on the Bundeswehr's operational readiness, especially its ability to perform its new tasks identified in the spring 1991. The first scholarly study of the Takeover, this study focuses on 11 key decisions, made not only for military reasons, but also for political, economic, social, and psychological purposes. Overall, the Takeover was a success in light of the numerous goals it achieved while avoiding the outbreak of violence. The Bundeswehr achieved this success mainly because it relied on liberal democratic principles, including those comprising the unique German concept of Innere F^Duhrung (civic education and moral leadership). This book also provides an overall evaluation of the Takeover and contributes to theory-building on army amalgamations.
