Arms purchases are among the most expensive, technologically challenging and politically controversial decisions made by modern-day governments. Superpower spending on weapons systems is widely analysed and discussed. But defence procurement in smaller industrial countries involves different issues which receive less attention. This volume presents a general framework for understanding smaller country defence procurement supported by country, industry and project studies. Part I provides a general framework for analysing smaller country defence procurement, focusing on the formation of national defence capabilities. The framework is then used to analyse issues around the development of procurement demand, the characteristics of defence industry supply, contracts and relationships between buyers and sellers, and government policy for defence procurement and industry development. Part II focuses on defence procurement in seven smaller industrial nations with widely varying historical and political settings (Australia, Canada, Israel, Singapore, Spain, Sweden and The Netherlands). Part III consists of two Australian case studies of the procurement issues raised in, respectively, the naval shipbuilding industry and in a major, complex defence project. The book addresses the needs of public and private sector managers, military planners, procurement specialists, industry policy-makers, and defence procurement and industry educators. It presents general principles in an accessible manner and points to real-world experience to illustrate the principles at work. The end of the Cold War radically changed both classic policies of national and collective security and international strategies for conflict management and the stabilization of precarious states. The threat of Islamic extremism and the wars in Afghanistan and Iraq have shattered any illusions of a peace dividend and have given strategies against state failure a new urgency. The growing awareness of the complex and intertwined problems of human security, socioeconomic underdevelopment and governance deficits as root causes of precarious statehood made policy coherence the new mantra for Western national governments and international organizations. Henceforth, it was envisaged to relinquish the existing division between diplomacy, development and defense in favour of the new comprehensive "3D"-approach. This book is an attempt to assess the extent to which both international organizations and states have lived up to the new insights of the "3D" continuum and adopted strategies corresponding institutional settings and policy instruments to provide the necessary culture of policy coherence for tackling the problems of precarious statehood and the international security challenges those states pose. On the national level, the cases studied are the United States, the United Kingdom, Germany and the Netherlands. On the international level, the United Nations and the European Union were examined. It is hoped, that the lessons learned from whole-of-government approaches and the recommendations drawn from this survey will help both governments and international organizations to excel in dealing with precarious states, thereby making policy coherence a reality in risk assessment, decision-making and policy implementation.

Realpolitik Ideology presents path-breaking research on the Indonesian military (TNI) going beyond traditional scholarship on the TNI's dual function or dwifungsi which has been one of the dominating fields of analysis in Indonesian studies since the 1970s. Addressed to political scientists, sociologists, historians, anthropologists and defence practitioners, this book interprets security policy in terms of its social roots asserting that the realpolitik behaviour of the TNI has strong "socio-cultural" undertones, which in turn shape the development of military doctrine. This book analyses the origins, experiences, and challenges of total defence in Europe and comprises a broad spectrum of national case studies as well as one international organisation – NATO. The topic of total defence has been brought to the fore by deglobalisation, augmented international tension, the US pivot to Asia, grey‐zone threats, Covid‐19, and not least by the increased Russian threat during the 2010s, which culminated in the invasion of Ukraine in 2022. The analysis here is based on an in‐depth analysis of the four major Nordic countries, the Baltic countries, Poland, Ukraine, Switzerland, and the Netherlands, as well as a perspective from NATO itself. This volume argues that although the activity that we describe as total defence has many labels and various expressions, which follow from each country’s own history, geopolitical setting, and strategic culture, some aspects of it are to be found in most countries. This is because all countries, at least to some extent, will need their armed forces to rely on civil society in a crisis; however, it is a long way from this to a full‐fledged total defence concept. With continued international tension, the need to build resilient societies, and the European need to take more responsibility for its own security in a cost‐efficient way, this book argues that we should expect total defence to gain importance in the 21st century. This book will be of much interest to students of security studies, defence studies, European politics, and International Relations in general.
