In the eyes of the world, the Cancun Trade Ministerial Meeting will act as a litmus test of the major industrial countries' commitment to inclusive globalisation, to meeting the Millennium Development Goals (MDGs) and to a stable and peaceful world. Increased trade opportunities provide the best means of placing poor countries on a higher trajectory of growth and poverty reduction. The current system does not work for many developing countries and imposes burdens on the consumers of the developed world.The launching of the Doha Round gave a boost to the multilateral trading system. The lessons from Seattle and the unifying perspective that emerged after 9/11 led to the recognition of the need for a new approach. It is now important that Cancun delivers on the promises built into the Doha Development Agenda. Key areas where decisions at Cancun are seen as essential are: agriculture, TRIPS/health, non-agricultural market access, special and differential treatment/implementation issues, review of the dispute settlement understanding; and the Singapore issues. It will not be possible to transform the lives of the poor and attain the Millennium Development Goals without delivery on the Doha Development Agenda.This publication is a compilation of papers on the key issues for the Cancun Trade Ministerial meeting to be held in September 2003. It is intended primarily to assist policy-makers in Commonwealth developing countries, particularly small states and LDCs, in preparing their negotiating position for Cancun.

Modern competition law was first employed by countries over one hundred years ago in order to address issues relating to restrictions of trade at the national level. Recent international economic integration has weakened the distinction between the domestic and the international in several fields of economic activity, and consequently the laws which regulate such activity, competition law included. Several attempts to address the paradox of adopting national competition rules to address international issues have been made at the international, regional and (lately) bilateral levels. This book discusses the international dimension of EU competition law, and examines the position taken by the EU in four distinct categories of international agreements which are devoted to competition or include competition provisions. Subsidies to fisheries have been in existence for centuries. However, these remained outside the spotlight of the international community until the turn of this century when the negative effects that fisheries subsidies have on international trade, the environment and sustainable development became increasingly clear. As a result the Doha Round Negotiations set the parameters for an effective fisheries subsidies regime. WTO Members thus embarked in intensive negotiations with the collaboration of various international organizations. These negotiations culminated with publication of the legal text of the Chairman of the Negotiating Group on Rules in 2007 which reflects to a large extent the mandates of the Ministerial Conferences and reconciles the diverse interests of the negotiators. The EU as a major WTO Member and with its own Common Fisheries Policy which has been in effect for a number of years can serve as the basis for comparison and improvement of the proposed regulations.

A norm of special treatment for LDCs, created by the UN, has spread to various international organisations including the WTO. Within the WTO evidence of the institutionalization of the norm can be found both in the agreements and legal documents and the way in which the LDCs have been treated by other states. Helen Hawthorne investigates how norms impact on negotiations in international organisations. She shows that few studies of international organisations focus on the role of the weaker states in the organization, the majority focus either on the major states or the emerging economies. By ignoring the role of the poorer, weaker states in the GATT/WTO we are ignoring the history of these states in the organisation and do not get a true picture of the organization, how it operates in relation to them and their impact on the organisation.
