The current economic and political climate places ever greater pressure on public organizations to deliver services in a cost-efficient way. Focused on the costs of service delivery, governments across the world have introduced a series of business like practices – from performance management to public-private partnership – in the belief that these will increase the efficiency of their public services. However, both the debate about public service efficiency and the policies and practices introduced to advance it, have developed without a coherent account of what efficiency means in this context and how it should be realized. The predominance of a rather narrow definition of the term – very often focused on the ratio of inputs to outputs – has tended to polarise opinion either for or against efficiency agenda. Yet public service efficiency, more broadly conceived, is an inescapable fact of the public manager’s task environment; indeed in the past, the notion of efficiency was central to the emergence of the field of public administration. This book will recover public service efficiency from the relatively narrow terms of recent debates by examining theories and evidence relating to technical, allocative, distributive and dynamic efficiencies. In exploring the relationship between efficiency and democracy, this book will move current debates in public administration forward by reflecting on the trade-offs between the different dimensions of efficiency that public organizations confront.

Although everyone agrees on the need to make government work better, few understand public bureaucracy sufficiently well to offer useful suggestions, either theoretical or practical. In fact, some consider bureaucratic efficiency incompatible with democratic government. Douglas Yates places the often competing aims of efficiency and democracy in historical perspective and then presents a unique and systematic theory of the politics of bureaucracy, which he illustrates with examples from recent history and from empirical research. He argues that the United States operates under a system of "bureaucratic democracy," in which governmental decisions increasingly are made in bureaucratic settings, out of the public eye. He describes the rational, selfinterested bureaucrat as a "minimaxer," who inches forward inconspicuously, gradually accumulating larger budgets and greater power, in an atmosphere of segmented pluralism, of conflict and competition, of silent politics. To make the policy process more competitive, democratic, and open, Yates calls for strategic debate among policymakers and bureaucrats and insists that bureaucrats should give a public accounting of their significant decisions rather than bury them in incremental changes. He offers concrete proposals, applicable to federal, state, and local governments, for simplifying the now-chaotic bureaucratic policymaking system and at the same time bolstering representation and openness. Is the performance of western democracies in decline? Which countries show the best performance? Do institutions matter for political performance? This book offers a comprehensive analysis of twenty-one OECD countries by systematically examining all major domestic policy areas - domestic security policy, economic policy, social policy, and environmental policy - and using outcome indicators. The quality of democracy is assessed both at the level of the four policy areas and at a general level encompassing all policy areas. The question of trade-offs between policy areas is studied in an unprecedented way and, for the first time, national types of policy patterns are identified. The findings of this book confront widely-held assumptions about the performance of democracies. Western democracies as a whole did not converge at a lower level of performance, and trade-offs between different policy areas did not increase. The question 'do institutions matter?' can only partially be answered in the affirmative. Political institutions do matter, but formal and informal institutions cause different effects and both matter only sometimes and to a limited degree. The Performance of Democracies is a book with significant theoretical implications. It stresses that the effect of institutions is more complicated than most of the neo-institutionalist approaches assume. No clear predictions can be made on the basis of institutional factors. Consequently, it does not support the established assertion that fundamental political problems can simply be resolved through institutional reforms of liberal democracies.
