Racism and discrimination have choked economic opportunity for African Americans at nearly every turn. At several historic moments, the trajectory of racial inequality could have been altered dramatically. But neither Reconstruction nor the New Deal nor the civil rights struggle led to an economically just and fair nation. In the past 25 years, the distribution of income and wealth in Britain and the US has grown enormously unequal, far more so than in other advanced countries. The book, which is aimed at both an academic and a general audience, examines how this happened, starting with the economic shocks of the 1970s and the neo-liberal policies first applied under Thatcher and Reagan. In essence, growing inequality and economic instability is seen as driven by a US-style model of free-market capitalism that is increasingly deregulated and dominated by the financial sector. Using a wealth of examples and empirical data, the book explores the social costs entailed by relative deprivation and widespread income insecurity, costs which affect not just the poor but now reach well into the middle classes. Uniquely, the author shows how inequality, changing consumption patterns and global financial turbulence are interlinked. The view that growing inequality is an inevitable consequence of globalisation and that public finances must be squeezed is firmly rejected. Instead, it is argued that advanced economies need more progressive taxation to dampen fluctuations and to fund higher levels of social provision, taking the Nordic countries as exemplary. The broad political goal should be to return within a generation to the lower degree of income inequality which prevailed in Britain and the US during the years of post-war prosperity.

The civil rights movement of the 1960s improved the political and legal status of African Americans, but the quest for equality in employment and economic well-being has lagged behind. Blacks are more than twice as likely as whites to be employed in lower-paying service jobs or to be unemployed, are three times as likely to live in poverty, and have a median household income barely half of that for white households. What accounts for these disparities, and what possibilities are there for overcoming obstacles to black economic progress? This book seeks answers to these questions through a combined quantitative and qualitative study of six municipalities in Florida. Factors impeding the quest for equality include employer discrimination, inadequate education, increasing competition for jobs from white females and Latinos, and a lack of transportation, job training, affordable childcare, and other sources of support, which makes it difficult for blacks to compete effectively. Among factors aiding in the quest is the impact of black political power in enhancing opportunities for African Americans in municipal employment. The authors conclude by proposing a variety of ameliorative measures: strict enforcement of antidiscrimination laws; public policies to provide disadvantaged people with a good education, adequate shelter and food, and decent jobs; and self-help efforts by blacks to counter self-destructive attitudes and activities.

Reparations for slavery have become a reinvigorated topic for public debate over the last decade. Most theorizing about reparations treats it as a social justice project - either rooted in reconciliatory justice focused on making amends in the present; or, they focus on the past, emphasizing restitution for historical wrongs. Olúfemi O. Táíwò argues that neither approach is optimal, and advances a different case for reparations - one rooted in a hopeful future that tackles the issue of climate change head on, with distributive justice at its core. This view, which he calls the "constructive" view of reparations, argues that reparations should be seen as a future-oriented project engaged in building a better social order; and that the costs of building a more equitable world should be distributed more to those who have inherited the moral liabilities of past injustices. This approach to reparations, as Táíwò shows, has deep and surprising roots in the thought of Black political thinkers such as James Baldwin, Martin Luther King Jr, and Nkechi Taifa, as well as mainstream political philosophers like John Rawls, Charles Mills, and Elizabeth Anderson. Táíwò's project has wide implications for our views of justice, racism, the legacy of colonialism, and climate change policy.

A concise, reasoned, practical case for why Britain should pay reparations for historic wrongs to present Caribbean inhabitants. Britain owes reparations to the Caribbean. The exploitation of generations of those trafficked from Africa, or born into enslavement, to work the immensely profitable sugars plantations, enriched both British individuals and the British nation. Colonialism, even after emancipation, perpetuated the exploitation. The Caribbean still suffers, and Britain still benefits, from these historic wrongs. There are some fairly standard objections to reparations -- 'slavery ended a long time ago'; 'Britain should be celebrating its role in abolishing slavery'; 'slavery was legal back then and we shouldn't judge the past by the standards of the present'; 'you shouldn't visit the sins of the fathers on the sons'; and so on. And there is a sense that the practical problems of who should pay what to whom are immensely difficult. Michael Banner carefully considers and answers these objections. He argues that reparations are not about punishment, but about the restoration of wrongful gains. In Reparations Now! he makes a specific and practical proposal regarding reparations, picking up on the programme suggested by Caribbean countries (through CARICOM), and taking as a starting point the nearly ?20 million paid as compensation by the British government at abolition, not to those who had suffered slavery, but to those who lost enslaved labourers. Reparations Now! discusses what can be done, here and now, by individuals and institutions, to advance the case for reparations between national governments.
