The UN's Sustainable Development Goal (SDG) for 'Zero Hunger' has refocused attention on hunger and malnutrition as major challenges for the 21st century and as essential desired goals for human development. This volume provides key insights on how these challenges for food security can be addressed globally and in a number of countries that face these challenges most acutely.According to the World Food Summit, food security exists when all people, at all times, have physical and economic access to sufficient, safe and nutritious food to meet their dietary needs and food preferences for an active and healthy life. The implication is that lack of food security would overlap with hunger — both overt and hidden — and undernutrition and would have spillover effects onto the health of and labor market performance of those affected by such insecurity. This range of issues have guided the choice of contributions to this volume. Several manifestations of these topics are covered for a number of countries in Asia and Africa.

This report provides a quantitative assessment of progress made towards the sustainable development goal of ending hunger and all forms of malnutrition since 1990. Using a cluster analysis, it categorizes country performance along three dimensions: (1) food security and nutrition outcomes; (2) structural drivers of food security and nutrition; and (3) past and present policy interventions in support of food security and nutrition. Key findings show that much progress has been made towards the goal of ending hunger. Yet, many countries continue to face moderate to high degrees of undernourishment, especially where economies made least progress in transitioning towards high-productivity, modern agriculture and non-farm economic development and where policy stances have been weak in promoting agricultural development, reducing gender inequalities, and improving infrastructure and basic social services. The decline in undernourishment has come with a rise in the prevalence in overweight and obesity. The spread of this form of malnutrition has come with dietary shifts towards the consumption of more animalsourced and processed foods that have accompanied urbanization and income growth. By 2015, the vast majority of countries faced moderate to high prevalence of adult overweight, and this form of malnutrition is also on the rise in countries with still significant rates of child undernourishment. No country in the world is showing declines in the rate of adult overweight.

Advances in science and policy during the past 50 years have prevented the predicted widespread food shortages as the world's population soared. Malnutrition, however, remains prevalent. This book details strategies and practical approaches designed to alleviate hunger and malnutrition in a new era where technological change, markets, patterns of governance, and social programs have an increasingly global dimension. More specifically, this book addresses a range of considerations including the role of small farmers in a world where the global reach of multinational corporations have enormous control from the farm to local markets and the grocery store; misgivings and misperceptions about genetically modified foods; the increasing competition of food and energy sectors for agricultural output; the importance of micronutrient deficiencies and chronic disease related to obesity, which often coexists in the same communities as hunger; and issues of sustainability of the food and agricultural system in an period when there is increasing concerns over global warming and environmental degradation. This paper investigates the effect of undernourishment on economic growth. In addition to the basic relationship on health, a number of other important relationships are investigated: (a) regional differences regarding the impact of under-nourishment on growth; (b) the impact that possible errors in measuring nutritional variables may have on the robustness of the estimated nutrition-growth relationship; and (c) the existence of "nutritional traps", i.e. the vicious circle of low nutrition-low economic growth-low nutrition. The basic conclusion of the paper - that undernourishment can be a serious handicap in the efforts of countries to achieve economic growth - suggests that actions taken to feed the hungry have a strong growth dimension in addition to their humanitarian character.
