Early research on the Holocaust was characterized by studies of the extermination of the Jews without other victims of the Nazi policy of extermination being included. In the past twenty years, there has been a greater focus on such topics as prisoners of war and forced labourers in the Third Reich among scholars. This development of a wider perspective in research topics has revealed a need for more primary research. Based on this viewpoint, it was established that a need existed to expand the historical perspective by connecting the Holocaust with the treatment of prisoners of war. This book’s main goal is to make a contribution to the strengthening of studies on prisoners of war and forced labour. The volume consists of papers first presented at the Falstad symposium “Prisoners of War and Forced Labour— Histories of War and Occupation”, held at the Falstad Centre on November 20-21, 2008. Topics of the symposium included prisoners of war; prisoners in concentration and extermination camps, people imprisoned for political or racial reasons; and forced labour, meaning civilians forced to migrate or forced to work for the Germans. The contributions in the book represent a broad perspective including researchers from the USA, Poland, Austria, Israel, Russia, Finland, the UK and Norway. The introduction gives a brief overview of how different European countries are dealing with the problem of overcoming the past and the state of research in some of these countries.

War Crimes and acts of genocide are as old as history itself, but particularly during the 20th century. Yet what are war crimes and acts of genocide? And why did it take the world so long to define these crimes and develop legal institutions to bring to justice individuals and nations responsible such crimes? Part of the answer lies in the nature of the major wars fought in the 20th century and in the changing nature of warfare itself. This study looks at war crimes committed during the Second World War in the USSR, Yugoslavia, Germany, and efforts to bring the perpetrators to justice. This led to successful postwar efforts to define and outlaw such crimes and, more recently, the creation of two international courts to bring war criminals to justice. This did not prevent the commitment of war crimes and acts of genocide throughout the world, particularly in Asia and Africa. And while efforts to bring war criminals to justice has been enhanced by the work of these courts, the problems associated with civil wars, command responsibility, and other issues have created new challenges for the international legal community in terms of the successful adjudication of such crimes. The eleven essays that comprise this book offer an integrated perspective on Nazi policies of mass murder. Drawing heavily on primary sources from European and American archives, the collection of essays provides novel interpretations of Nazi policies vis-à-vis ethnic, religious, and sexual minorities in the German-occupied territories, specifically Eastern Europe. The essays printed in this volume advance two main theses, drawing a line under the Functionalist-Intentionalist debate regarding the origins of Nazi genocide. In their dealing with the “lesser races,” the Nazis proved more flexible and less single-minded than has been conventionally believed. Faced with what they saw as a temporary military setback, the Nazis were willing to renegotiate their murderous policies, granting certain concessions to the minority groups otherwise slated for destruction. In the long run, however, the Nazis never abandoned the ideology of racial exclusiveness, which had contributed to their ultimate defeat. Another thesis concerns the complex ethno-political landscape of Eastern Europe that came under Nazi domination. German occupation authorities encouraged ethnic rivalries and grievances, which trace back to the Austro-Hungarian and Russian Empires and beyond. Hobbesian war of all against all that had ensued made it easier for the Nazis to apply a divide-and-rule policy. It also provided a fertile ground for collaboration, specifically in the mass murder of Jews. The book will appear to both academic and non-academic audiences interested in the subjects as diverse as genocide, ethno-nationalism, and minority studies.
