Over the past two decades it has become widely recognized that housing issues have to be placed in a broader framework acknowledging that civil society in the form of Community Based Organizations (CBOs) and their allies are increasingly networking and emerging as strong players that cannot easily be overlooked. Some of these networks have crossed local and national boundaries and have jumped political scales. This implies that housing issues have to be looked at from new angles: they can no longer simply be addressed through localized projects, but rather at multiple scales. The current debate is largely limited to statements about the relevance of individual organizations for local housing processes and tends to overlook the innovativeness in terms of re-scaling those processes and of influencing institutional change at various levels by transcending national boundaries. There is a significant lack of a systemic understanding of such globally operating grassroots networks and how they function in the housing process. This book brings together different perspectives on multi-scalar approaches within the housing field and on grassroots’ engagement with formal agencies including local government, higher levels of government and international agencies. By moving away from romanticizing local self-initiatives, it focuses on understanding the emerging potential once local initiatives are interlinked and scaled-up to transnational networks.

Inclusion and Exclusion of the Urban Poor in Dhaka explores how the inhabitants of poor neighborhoods in Dhaka, Bangladesh, gain inclusion in the city at the face of exclusion. The book considers how the people of poor neighborhoods encounter the exclusionary behavior of city development, and how their inclusionary attempts have influenced the urban design. The book is presented in two parts: first, it explains how people in poor neighborhoods face exclusion because of the imbalance of power and politics. Second, it demonstrates how the existing exclusion of urban poor is affecting their strategies to gain access to urban services through people’s power and politics. Focusing on the transdisciplinary field of urban anthropology, the chapters uncover the urban forces, policies and actions that facilitate urban politics. It also investigates the people who live in poor neighborhoods, who in the face of exclusion, have included themselves in urban development planning and design by employing diverse strategies against those forces in the urban politics, e.g., accepting dominance, bargaining, or having control over their lives. The Routledge Handbook on Informal Urbanization investigates the mutual relationship between the struggle for political inclusion and processes of informal urbanization in different socio-political and cultural settings. It seeks a middle ground between two opposing perspectives on the political meaning of urban informality. The first, the ‘emancipatory perspective’, frames urban informality as a practice that fosters autonomy, entrepreneurship and social mobility. The other perspective, more critical, sees informality predominantly as a result of political exclusion, inequality, and poverty. Do we see urban informality as a fertile breeding ground for bottom-up democracy and more political participation? Or is urban informality indeed merely the result of a democratic deficit caused by governing autocratic elites and ineffective bureaucracies? This book displays a wide variety of political practices and narratives around these positions based on narratives conceived upon specific case cities. It investigates how processes of urbanization are politicized in countries in the Global South and in transition economies. The handbook explores 24 cities in the Global South, as well as examples from Eastern Europe and East Asia, with contributions written by a global group of scholars familiar with the cases (often local scholars working in the cities analyzed) who offer unique insight on how informal urbanization can be interpreted in different contexts.
