Rebel groups are often portrayed as predators, their leaders little more than warlords. In conflicts large and small, however, insurgents frequently take and hold territory, establishing sophisticated systems of governance that deliver extensive public services to civilians under their control. From police and courts, schools, hospitals, and taxation systems to more symbolic expressions such as official flags and anthems, some rebels are able to appropriate functions of the modern state, often to great effect in generating civilian compliance. Other insurgent organizations struggle to provide even the most basic services and suffer from the local unrest and international condemnation that result. Rebel Rulers is informed by Zachariah Cherian Mampilly's extensive fieldwork in rebel-controlled areas. Focusing on three insurgent organizations—the Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka, the Rally for Congolese Democracy (RCD) in Congo, and the Sudan People's Liberation Movement/Army (SPLM/A) in Sudan—Mampilly's comparative analysis shows that rebel leaders design governance systems in response to pressures from three main sources. They must take into consideration the needs of local civilians, who can challenge rebel rule in various ways. They must deal with internal factions that threaten their control. And they must respond to the transnational actors that operate in most contemporary conflict zones. The development of insurgent governments can benefit civilians even as they enable rebels to assert control over their newly attained and sometimes chaotic territories.

"This book, a condensed translation of the prize-winning Jacqueries et révolution dans la Chine du XXe siècle, focuses on “spontaneous” rural unrest, uninfluenced by revolutionary intellectuals. Yet it raises issues inspired by the perennial concerns of revolutionary leaders, such as peasant “class consciousness” and China’s modernization. The author shows that the predominant forms of protest were directed not against the landowning class but against agents of the state. Foremost among them, resistance to taxation had little to do with class struggle. By contrast, protest by poor agricultural laborers and heavily indebted households was extremely rare. Other forms of social protest were reactions less to social exploitation than to oppression by local powerholders. Peasant resistance to the late Qing “new policy” reforms did indeed impede China’s modernization. Decades later, peasant efforts to evade conscription, while motivated by abuses and inequities, weakened the anti-Japanese resistance. The concluding chapter stresses persistent features of rural protest. It suggests that twentieth-century Chinese peasants were less different from seventeenth- or eighteenth-century French peasants than might be imagined and points to continuities between pre- and post-1949 rural protest."

"The Chinese Communist welfare state was established with the goal of eradicating income inequality. But paradoxically, it actually widened the income gap, undermining one of the most important objectives of Mao Zedong’s revolution. Nara Dillon traces the origins of the Chinese welfare state from the 1940s through the 1960s, when such inequalities emerged and were institutionalized, to uncover the reasons why the state failed to achieve this goal. Using newly available archival sources, Dillon focuses on the contradictory role played by labor in the development of the Chinese welfare state. At first, the mobilization of labor helped found a welfare state, but soon labor’s privileges turned into obstacles to the expansion of welfare to cover more of the poor. Under the tight economic constraints of the time, small, temporary differences evolved into large, entrenched inequalities. Placing these developments in the context of the globalization of the welfare state, Dillon focuses on the mismatch between welfare policies originally designed for European economies and the very different conditions found in revolutionary China. Because most developing countries faced similar constraints, the Chinese case provides insight into the development of narrow, unequal welfare states across much of the developing world in the postwar period."
