This volume offers an analysis of the intertwined relationship between public health and the biopolitical dimensions of state- and nation building in Central, Eastern and Southeastern Europe. It challenges the idea of diverging paths towards modernity of Europe’s western and eastern countries by not only identifying ideas, discourses and practices of “solving” public health issues that were shared among political regimes in the region; it also uncovers the ways in which, since the late nineteenth century, the biopolitical organization of the state both originated from and shaped an emerging common European framework. The broad range of local case studies stretches from Bosnia and Herzegovina, Czechoslovakia, the GDR, Greece and Hungary, to Poland, Serbia, the Soviet Union, and Yugoslavia. Taking a time span that begins in the late nineteenth century and ends in the post-socialist era, the book makes an original contribution to scholarship examining the relationship between public health, medicine, and state- and nation building in Europe’s long twentieth century. Close readings and dense descriptions of local discourses and practices of “public” health help to reflect on the transnational and global entanglements in the sphere of public health. In doing so, this volume facilitates comparisons on the regional, European, and global level.

This book places prostitution at the very centre of European history in the twentieth century. With its wide geographical focus from Italy to the USSR via Sweden, Germany, occupied Czechoslovakia and Yugoslavia, as well as the international stage of the United Nations, this book encourages comparative perspectives, which have the potential to question, deconstruct and re-adjust distinctions between western, eastern, northern and southern European historical experiences. This book moves beyond exploring state-regulated prostitution, which was the dominant approach to managing commercial sex across Europe in the nineteenth and early twentieth centuries. State regulation combined police surveillance, the registration of women selling sex (or suspected of doing so), and compulsory medical examinations for registered women, as well as various restrictions on personal movement and freedom. The nine chapters shift focus onto the decades after the abolition of state-regulated prostitution well into the second half of the twentieth century to examine the ruptures and continuities in state, administrative and policing practices following the end of widespread legal toleration. The varied chronology extends the parameters of existing historiography and explores how states grappled to understand, or impose control over, the commercial sex industry following the far-reaching social, economic and political upheaval of the Second World War. The chapters in this book were originally published as a special issue of European Review of History.

Winner of the 2019 American Association for the History of Nursing Lavinia L. Dock Award for Exemplary Historical Research and Writing in a Book “Catchin’ babies” was merely one aspect of the broad role of African American midwives in the twentieth-century South. Yet, little has been written about the type of care they provided or how midwifery and maternity care evolved under the increasing presence of local and federal health care structures. Using evidence from nursing, medical, and public health journals of the era; primary sources from state and county departments of health; and personal accounts from varied practitioners, Delivered by Midwives: African American Midwifery in the Twentieth-Century South provides a new perspective on the childbirth experience of African American women and their maternity care providers. Author Jenny M. Luke moves beyond the usual racial dichotomies to expose a more complex shift in childbirth culture, revealing the changing expectations and agency of African American women in their rejection of a two-tier maternity care system and their demands to be part of an inclusive, desegregated society. Moreover, Luke illuminates valuable aspects of a maternity care model previously discarded in the name of progress. High maternal and infant mortality rates led to the passage of the Sheppard-Towner Maternity and Infancy Protection Act in 1921. This marked the first attempt by the federal government to improve the welfare of mothers and babies. Almost a century later, concern about maternal mortality and persistent racial disparities have forced a reassessment. Elements of the long-abandoned care model are being reincorporated into modern practice, answering current health care dilemmas by heeding lessons from the past.
