Los artículos reunidos en este volumen poseen el común denominador de considerar a Los Andes y los espacios fronterizos como sociabilidades cuya configuración es factible de ser historizada o enmarcada en una memoria colectiva que la explica. En otras palabras, y esto es clave, comprender que la aprehensión del espacio requiere del marco que otorga su contexto sociocultural, donde el análisis temporal es fundamental para visualizar el proceso de construcción del sentido o significación espacial. Es necesario por tanto asumir que el espacio no se reduce a su simple materialidad y que, como en este libro, resulta importante en la geografía actual no perder de vista «la dimensión espacial de lo social». Los imaginarios geográficos son procesos constructivos, son producciones espaciales, son representaciones con las que un grupo o un país se proyecta socialmente. Por lo mismo, son producciones finitas, cambiantes, móviles. Sin embargo, ellas debe comprenderse, se materializan, se concretan, es decir, los imaginarios geográficos son el resultado de un relato social, de acciones, de dispositivos, de mecanismos discursivos que afianzan en la retina colectiva un modo de mirar el espacio y, por ende, un modo de actuar en él. Much of the discussion surrounding the definition of the Sustainable Development Goals (SDGs) and the post-2015 global development agenda has contextualized sustainable development within the framework of ‘transformation’, specifically prioritizing concepts such as equity, security, justice, and rights. While these debates correctly discussed power imbalances and relational obstacles to human development they have remained abstract because they focused only on the international level. In this regard, discussions have not adequately examined mechanisms that facilitate or block the emergence of sustainable development as a political priority, nor do they address specific policy proposals to link environmental justice to human development strategies. This book contends that human and environmental security should be framed in terms of transnational discussions rather than being limited to general international debates in order to examine both governance challenges and potential policy mechanisms that can effectively address environmental security issues that cross national boundaries. The chapters in this volume undertake an empirical examination of the relationships between human and environmental security, cross-border exchanges, and regional integration. They address the relationships between international norms, transnational human and environmental security issues, and the regionalization of governance in different parts of the world as the book includes comparative analyses as well as case studies from Europe, Asia and the Americas. The first major history of Chile’s most significant peasant rebellion and the violent repression that followed In 1934, peasants turned to revolution to overturn Chile’s oligarchic political order and the profound social inequalities in the Chilean countryside. The brutal military counterinsurgency that followed was one of the worst acts of state terror in Chile until the military dictatorship of Augusto Pinochet (1973–1990). Using untapped archival sources, award-winning scholar Thomas Miller Klubock exposes Chile’s long history of political violence and authoritarianism and chronicles peasants’ movements to build a more just and freer society. Klubock further explores how an amnesty law that erased both the rebellion and the military atrocities lay the foundation for the political stability that characterized Chile’s multi-party democracy. This historical amnesia or olvido, Klubock argues, was a precondition of national reconciliation and democratic rule, which endured until 1973, when conflict in the countryside ended once again with violent repression during the Pinochet dictatorship.
