Democratic elections do not always deliver what majorities want. Many conclude from frustrated majorities a failure of democracy. This book argues the opposite may be true – that politicians who represent their constituents sometimes frustrate majorities. A theory of issue intensity explains how the intensity with which different voters care about political issues drives key features of elections, political participation, representation, and public policy. Because candidates for office are more certain of winning the votes of those who care intensely, they sometimes side with an intense minority over a less intense majority. Voters who care intensely communicate their intensity by taking political action: volunteering, contributing, and speaking out. From questions like whose voices should matter in a democracy to whose voices actually matter, this rigorous book blends ideas from democratic theory and formal political economy with new empirical evidence to tackle a topic of central importance to American politics.

That the last two decades have seen some of the least productive Congresses in recent history is usually explained by the growing ideological gulf between the parties, but this explanation misses another fundamental factor influencing the dynamic. In contrast to politics through most of the twentieth century, the contemporary Democratic and Republican parties compete for control of Congress at relative parity, and this has dramatically changed the parties’ incentives and strategies in ways that have driven the contentious partisanship characteristic of contemporary American politics. With Insecure Majorities, Frances E. Lee offers a controversial new perspective on the rise of congressional party conflict, showing how the shift in competitive circumstances has had a profound impact on how Democrats and Republicans interact. Beginning in the 1980s, most elections since have offered the prospect of a change of party control. Lee shows, through an impressive range of interviews and analysis, how competition for control of the government drives members of both parties to participate in actions that promote their own party’s image and undercut that of the opposition, including the perpetual hunt for issues that can score political points by putting the opposing party on the wrong side of public opinion. More often than not, this strategy stands in the way of productive bipartisan cooperation—and it is also unlikely to change as long as control of the government remains within reach for both parties.

This is a book about liberal democratic values and their implications for the design of political institutions. Its distinctive feature is the use of some simple mathematical techniques (known as social choice theory) to clarify and defend a rather complex utilitarian conception of the liberal democratic 'way of life' based on John Stuart Mill's work. More specifically, the text focuses on three well-known 'social choice paradoxes' which are commonly held to destroy any possibility of an ideal harmony among liberal democratic values; and draws upon suggestions implicit in Mill's writings to develop an ethically appealing liberal democratic social choice framework in which the aforementioned paradoxes no longer cause concern. The revised framework is a rather complex version of utilitarianism and should be of special interest to welfare economists, social choice theorists, democratic political theorists and philosophers concerned with utilitarian ethics.

Scholars of American politics have long been skeptical of ordinary citizens’ capacity to influence, let alone control, their governments. Drawing on over eight decades of state-level evidence on public opinion, elections, and policymaking, Devin Caughey and Christopher Warshaw pose a powerful challenge to this pessimistic view. Their research reveals that although American democracy cannot be taken for granted, state policymaking is far more responsive to citizens’ demands than skeptics claim. Although governments respond sluggishly in the short term, over the long term, electoral incentives induce state parties and politicians—and ultimately policymaking—to adapt to voters’ preferences The authors take an empirical and theoretical approach that allows them to assess democracy as a dynamic process. Their evidence across states and over time gives them new leverage to assess relevant outcomes and trends, including the evolution of mass partisanship, mass ideology, and the relationship between partisanship and ideology since the mid-twentieth century; the nationalization of state-level politics; the mechanisms through which voters hold incumbents accountable; the performance of moderate candidates relative to extreme candidates; and the quality of state-level democracy today relative to state-level democracy in other periods.
