Of all the Army Air Forces' many operations in the Second World War, none was more demanding or important than those supporting the activity of resistance groups fighting the Axis powers. The special operations supporting the Yugoslavian partisans fighting the forces of Nazism in the Balkans required particular dedication and expertise. Balkan flying conditions demanded the best of flying skills, and the tenacious German defenses in that troubled region complicated this challenge even further. In this study, Professor William Leary examines what might fairly be considered one of the most important early experiences in the history of Air Force special operations. It is ironic that, fifty years after these activities, the Air Force today is heavily involved in Balkan operations, including night air drops of supplies. But this time, the supplies are for humanitarian relief, not war. The airlifters committed to relieving misery in that part of the world follow in the wake of their predecessors who, fifty years ago, flew the night skies with courage and skill to help bring an end to Nazi tyranny.

World War II was the most important event of the twentieth century. Sixty three nations took part, engaging more than 100 million soldiers, sailors, and airmen. All of the major campaigns of that war have been thoroughly covered in print and film with one exception, the secret war in the Balkans. While raids by bombers and fighter attacks were routinely reported by both military and civilian news media, the nocturnal activities of the 60th Troop Carrier Group supplying the Balkan guerrillas remained "Top Secret." Beginning in March 1944, the 60th carried 7,000 tons of weapons and equipment to secret drop and landing zones in Axis-held territory in the Balkans. With this equipment, the guerrillas tied down half a million Axis troops prior to the D-Day landings in Normandy on June 6, 1944. What if the 60th Troop Carrier Group or the guerrillas had not done their job? Adolf Hitler would have been able to move eight or ten divisions to western France prior to D-Day. No on can say with certainty, but this writer's judgment is that the landings may well have failed. At the very least, the war would have been much longer and much more destructive. The importance of the Balkan supply drops to Allied victory in Europe has never been adequately recognized. The Secret War in the Balkans provides this heretofore missing chapter in the story of World War II.

This research paper examines how special operations were conducted in Yugoslavia during WWII; how did the operational art conducted fit into Allied grand strategy; and how effective were these operations? These operations were conducted using multinational, coalition forces, and for this reason the lessons from this examination are relevant to warriors today. Conducting military operations almost always involve a scarcity of forces. This scarcity forces difficult decisions in development of strategic goals and conduct of operations. This difficulty is further compounded when coalition forces involve multiple nations, each with their own priorities. This is the situation that existed in WWII. The US wanted a concentrated invasion of NW Europe, while Britain and Russia were interested in a multi-front battle of attrition against the Axis, featuring a Balkan invasion. There were inadequate forces to commit to an invasion of the Balkans, but there was an opportunity to divert Axis strength from other fronts. This paper will look at Allied operations in Yugoslavia (typical Balkan operations) and analyze: 1.) the unique contextual factors influencing special operations in the Balkans during WWII, 2.) operational art factors of this unconventional employment of airpower in the politically divided region, and 3.) the success and/or failure of military planners and commanders in deriving military from strategic objectives and in attaining these objectives. The analysis and conclusions will examine the logic and congruence of these operations to the respective strategy and will highlight contextual influences (aircraft and equipment capabilities, weather, logistics) on the success of these operations to meet the strategic objective.
