La obra comienza la primera parte con el estudio general de los principios y normas que rigen, o deben regir, los conflictos internacionales, con especial énfasis tanto en los conflictos armados sometidos al Derecho internacional humanitario cuanto en situaciones de legítima defensa en tiempo de paz. Así, en el Capítulo I se abordan las incompletas respuestas jurídicas al uso de la energía como medio de combate y al bombardeo de plataformas petrolíferas. El Capítulo II se centra en los conflictos armados en los espacios marítimos y en el suministro por mar a los beligerantes de productos petrolíferos, realizando una presentación general de los principios y normas del Derecho internacional humanitario aplicable en esos casos. Además, en la segunda parte, se analizan las reacciones multilaterales y unilaterales de Organizaciones internacionales como la ONU (Capítulo III) y la Unión Europea (Capítulo IV), así como los comportamientos unilaterales de los Estados, con ocasión de la imposición de sanciones o medidas restrictivas a Estados, empresas e individuos, ante situaciones que se conciben -con mayor o menor capricho del calificador- como una amenaza para la paz y seguridad internacionales. Esta segunda parte aporta el núcleo principal de la obra, pues el régimen internacional de sanciones impuesto a Irán, aunque se haya suavizado a comienzos de 2014, es probablemente el más amplio e intenso desde que rige el sistema internacional de Naciones Unidas. El enfoque teórico-práctico de los trabajos se completa con el capítulo V que recoge el caso de la empresa REPSOL, cuya experiencia en Irán y Libia manifiesta las dificultades de orden económico, empresarial y social que subyacen a las sanciones internacionales. Finalmente, puesto que el conflicto también puede conducir a la cooperación, el último estudio presentado en el Capítulo VI analiza desde una perspectiva general los modelos de capacidad cooperativa que ofrece el Derecho internacional cuando la seguridad energética está en juego. Evidentemente, los temas del libro son de gran actualidad y, puesto que éste se ha planteado desde una perspectiva eminentemente práctica, aquellos temas se van nutriendo con hechos internacionales como el Plan de Acción Conjunto para resolver el problema nuclear en Irán, o los ataques terroristas del pasado año a instalaciones de gas en Argelia. En este sentido, interesa destacar las decisiones del Tribunal de Justicia de la Unión Europea, en particular, la Sentencia de 18 de julio de 2013 en el conocido como asunto Kadi II que perfila el significado del control judicial por la Unión de las medidas restrictivas adoptadas en su seno. También, la cooperación en materia de seguridad energética puede vincularse al conflicto interno en Ucrania enraizado en la disyuntiva política ‘Oriente-Occidente’, donde no sólo el separatismo sino también la energía juegan como objetivos estratégicos de Rusia.
