This document is the Air Force's premier statement of warfighting principles and beliefs, updated in late 2011. It is the senior doctrine publication from which all other Air Force doctrine flows. Historically, airpower has been associated with its more familiar and visible aspects, such as air-to-air combat, strategic bombing, and long-range heavy airlift. However, airpower has many less visible but equally important missions across the range of military operations: providing close air support and tactical mobility to our ground forces; positioning and resupplying remote forces; obtaining and providing detailed and timely intelligence, surveillance and reconnaissance; providing humanitarian relief; projecting world-wide command and control; and training of coalition partners in the use of airpower, just to name a few. Also, while many parts of the Air Force are visibly engaged in overseas expeditionary operations, other aspects of the Air Force are quietly at work day-to-day, overwatching the homeland. These include nuclear forces on alert; ground- and space-based national warning systems; cyberspace forces monitoring the security of military networks; and fighters on call to defend sovereign airspace. Much has transpired in the world since the previous edition of AFDD 1 was published in 2003. Irregular warfare and homeland defense have taken on more importance; the Air Force has recognized cyberspace as an operational domain and has renewed its commitment to nuclear operations; and we are now investing heavily in unmanned aircraft systems. Seven years ago, we could not have accurately foreseen these changes; looking forward, the future is equally unpredictable. While we cannot accurately predict where and how we'll next be engaged, doctrine provides a leg up, outlining the basics of organization and command, providing guidance on how to think about and plan for different types of operations and missions. These foundational basics allow us to respond more quickly, freeing commanders and planners to think about larger issues such as strategy, operational art, and objectives. The stage is set for the emergence of a "new American way of war," in which U.S. forces are able to bring military power to bear against an enemy state quickly, comprehensively, decisively, and with minimal risk of heavy casualties. But some obstacles remain. These obstacles seem more budgetary and political than technical or operational. Some key programs are being abandoned or delayed because of the press of limited resources and competing demands. In this environment, it is imperative that the Air Force articulate in clear and compelling terms the potential contributions of airpower to joint operations. The approach offered here begins with a consideration of the basic characteristics of air forces and space forces, identifies the operational capabilities of these forces, and lists the missions and operational objectives to which these forces can contribute. The relative roles of U.S. ground and air power have shifted since the end of the Cold War. At the level of major operations and campaigns, the Air Force has proved capable of and committed to performing deep strike operations, which the Army long had believed the Air Force could not reliably accomplish. If air power can largely supplant Army systems in deep operations, the implications for both joint doctrine and service capabilities would be significant. To assess the shift of these roles, the author of this report analyzed post-Cold War conflicts in Iraq (1991), Bosnia (1995), Kosovo (1999), Afghanistan (2001), and Iraq (2003). Because joint doctrine frequently reflects a consensus view rather than a truly integrated joint perspective, the author recommends that joint doctrine-and the processes by which it is derived and promulgated-be overhauled. The author also recommends reform for the services beyond major operations and campaigns to ensure that the United States attains its strategic objectives. This executive summary contains an abbreviated discussion of four of the cases examined: Iraq (1991), Kosovo (1999), Afghanistan (2001), and Iraq (2003). It also incorporates modest changes from the larger monograph, based on suggestions made to the author since its publication.
