The California Community Colleges is the largest system of higher education in the United States with more than 2 million students enrolled in 115 colleges. The system consists of 73 local community college districts, which are responsible for governance of the colleges. This dissertation examines the finances of those districts. Extensive research suggests educational inputs affect student outcomes, and recent reforms in California, such as a new state-administered Student Centered Funding Formula and the California College Promise, assume changes in community college finances will support educational improvement. However, little is known about how the districts' finances vary today. Using administrative data from the California Community Colleges Chancellor's Office (CCCCO), I find that revenues and expenditures vary meaningfully across the system, exceeding standards of fairness drawn from prior literature. Further, although prior research suggests that low-income students require greater support to achieve similar outcomes, my analysis does not find evidence that districts who enroll higher proportions of these students receive greater revenues or incur greater expenditures the students may need. Finally, some districts, and even some receiving higher per-student revenues relative to other districts, appear to be facing challenges when indicators of financial health (i.e., deficits and fund balances) are measured. These results can inform state-level policy to better target the distribution of funds. They can also assist local leaders in setting priorities in their budgets.

The first nation-wide analysis of the politics of performance funding in higher education. Performance funding ties state support of colleges and universities directly to institutional performance on specific outcomes, including retention, number of credits accrued, graduation, and job placement. The theory is that introducing market-like forces will prod institutions to become more efficient and effective. In The Politics of Performance Funding for Higher Education, Kevin J. Dougherty and Rebecca S. Natow explore the sometimes puzzling evolution of this mode of funding higher education. Drawing on an eight-state study of performance funding in Florida, Illinois, Indiana, Missouri, Ohio, South Carolina, Tennessee, and Washington, Dougherty and Natow shed light on the social and political factors affecting the origins, evolution, and demise of these programs. Their findings uncover patterns of frequent adoption, discontinuation, and re-adoption. Of the thirty-six states that have ever adopted performance funding, two-thirds discontinued it, although many of those later re-adopted it. Even when performance funding programs persist over time, they can undergo considerable changes in both the amount of state funding and in the indicators used to allocate funding. Yet performance funding continues to attract interest from federal and state officials, state policy associations, and major foundations as a way of improving educational outcomes. The authors explore the various forces, actors, and motives behind the adoption, discontinuation, and transformation of performance funding programs. They compare U.S. programs to international models, and they gauge the likely future of performance funding, given the volatility of the political forces driving it. Aimed at educators, sociologists, political scientists, and policy makers, this book will be hailed as the definitive assessment of the origins and evolution of performance funding.

The series is committed to disseminating high quality empirical studies, policy analyses, and literature reviews on contemporary issues in fiscal policy and practice. Each themed volume is intended for a diversity of readers, including academic researchers, students, policy makers, and school practitioners. The first volume in the series, Fiscal Policy in Urban Education, addressed the continuing challenge of large, complex urban school systems to operate both equitably and efficiently. Guest edited by Faith Crampton and David Thompson, the second volume in our series, Saving America's School Infrastructure, examined the relationship between the physical environment of schools and student achievement. The third volume, High Stakes Accountability in Education: Implications for Resources and Capacity, compiled a diversity of research studies focused local, state and national efforts to respond to the reauthorization of the federal Elementary and Secondary Education Act, commonly referred to as No Child Left Behind (NCLB). In this fourth volume, attention is turned to both theoretical and pragmatic concerns in American higher education. During the final stages of the preparation of this manuscript, our schools, colleges, and universities have been confronted with what can be referred to as a “once in a century” set of challenges. As the global COVID 19 pandemic penetrated the United States in early 2020, colleges and universities have scrambled to address this ongoing public health crisis. Emergency task forces were established, campuses were shut down, faculty moved their instruction to virtual formats, and the entire higher education industry braced itself for the financial fallout. Higher education is a central institution in U.S. democracy. In the 2010s, however, many states that spent previous decades building up their higher education systems began to tear them down. Growing hostility toward higher education reflected changing social forces that remade the politics of U.S. higher education. The political Right became increasingly reliant on angry white voters as higher education became more racially diverse. The Republican party became more closely connected to extremely wealthy donors as higher education became more costly. In Wrecked, Barrett J. Taylor shows how these social changes set a collision course for the Right and higher education. These attacks fed a policy agenda of deinstitutionalization, which encompassed stark divestment from higher education but was primarily characterized by an attack on the institution’s social foundation of public trust. In response to these attacks, higher education officials have offered a series of partial defenses that helped higher education to cope in the short-term but did nothing to defend the institution itself against the long-term threat of declining public trust. The failure to address underlying issues of mistrust allowed conflict to escalate to the point at which many states are now wrecking their public higher education systems. Wrecked offers a unique and compelling perspective linking higher education policymaking to broader social and political forces acting in the twenty-first century.
