Improving Opportunities to Engage in Learning investigates the experiences of mature adult learners returning to formal education. The book challenges the policy discourses in which Access to Higher Education survives by suggesting that continuing education is more about determination by students to alter their identities and career opportunities than meeting narrow performative criteria of financial targets. Chapters explore students’ struggles with institutional and social structures in the current political and socio-economic climate, before identifying how the transformation of their learner identities is facilitated in the courses by collaborative cultures and supportive tutors. The book addresses a research gap in knowledge about students’ and tutors’ experiences of Access to Higher Education courses, presenting a broad perspective on the importance and difficulties of such courses through listening to the voices of students and tutors undertaking a variety of Access to HE pathways. The authors argue that despite success on their courses benefiting the national economy as well as students individually, the social and financial costs of continuing education is almost entirely shifted onto students’ shoulders by policymakers. Despite the costs, students can still see Access to HE as a chance to improve their lives, reflecting the neoliberal discourse of personal responsibility and risk embedded in broader national social and policy discourses. Improving Opportunities to Engage in Learning will be of great interest to researchers, academics and postgraduate students in the fields of further and higher education, widening participation, social justice and sociology of education, and education policy and politics.

The twenty-first century has the potential to be the era of universal higher education access: the post-massification century. The growth of knowledge-based service industries and an increased need for technological and social innovations require more education, training, and re-training at the post-secondary level. This edited collection addresses the crucial issues emerging from this ongoing expansion of higher education, focusing on how national systems of higher education can respond to demands for further expansion when traditional routes to higher education have been largely exhausted. Does it make a difference how secondary education systems are organised? Can we encourage under-represented groups to participate in higher education, offering them new ways of experiencing higher education without sacrificing quality? What role will new suppliers of higher education, such as private providers, and modes of delivery, such as MOOCs, play? Are there innovative ways to manage the finances of universal access, including tuition fees and student loans? This report gives practical advice to unemployed people wishing to attend further education establishments while retaining their right to unemployment and/or supplementary benefits. It also provides advice and examples of good practice to colleges to encourage claimant study, explores ways to develop successful programs for unemployed people, and discusses some current issues in further education relating to study for the unemployed. Section 1 introduces the general topic of learning while unemployed. Section 2 explores ways colleges can make provision for claimants through identification of needs, provision and promotion of programs to satisfy those needs, provision of guidance, curriculum balance, provision of supportive assessment, and attention to specific needs of adults. Section 3 focuses on deploying resources to contain the costs. Conclusions are set forth in Section 4. Appendixes, amounting to over one-half of the report, include a basic explanation of the unemployment and supplementary benefit system, a basic explanation of the benefit system as it relates to studying, examples of provision made by colleges for unemployed students, sources of help and advice for claimants/students, information on part-time education for the unemployed, recommendations for open learning provision, and a curriculum planning checklist.
