Armies historically have been criticized for preparing for the last war. Since the early 1980s, however, the U.S. Army has broken this pattern and created a force capable of winning the next war. But, in an era characterized by a volatile international security environment, accelerating technological advances (particularly in acquiring, processing, and disseminating information), the emergence of what some are calling a "revolution in military affairs," and forecasts of increasingly constrained fiscal resources, it seems ill-advised to plan only for the "next Army." The purpose of this monograph, therefore, is to begin the debate on the "Army After Next." Initiating such a discussion requires positing the outlines of future security conditions and the Army's role in that environment. This also means challenging convictions that provide much of the basis for the "current Army," as well as some of the assumptions that undergird planning for the "next Army." The authors recognize that not all will agree with their assumptions, analysis, or conclusions. Their efforts, however, are not intended to antagonize. Rather, they seek to explore the premises which will shape thinking about the "Army After Next." The ensuing exchange of ideas, they hope, will help create a force that can continue to be called upon to serve the interests of the Nation in an as yet uncertain future.

This CSIS report examines the evolution of European military capabilities over the next decade. It asks two main questions. What military capabilities might European allies and partners of the United States possess by 2030? And what types of military missions will these states be able (and unable) to effectively perform by 2030? First, European militaries—including the largest and most capable European NATO members—will continue to struggle to conduct several types of missions without significant U.S. assistance. Second, European militaries will face significant challenges in the Indo-Pacific. Third, Europe’s major powers will likely have the capability to conduct most types of missions at the lower end of the conflict continuum without significant U.S. military aid. To sustain progress and overcome remaining challenges, NATO will have to revise its burden-sharing metrics, modernize defense planning and procurement practices, and address lagging political will.

The Army must take steps today if it is to provide effective air and missile defenses against the threats that will emerge 20 years hence. Most analysts predict that the globalization of the economy means that existing and new technologies will become increasingly available worldwide and that many sophisticated weapons will be easier and cheaper to produce or acquire. But trends in the international political sphere are harder to identify. The international arena has seen such flux in the past two decades that it is difficult to predict what changes will occur in the next 20 to 25 years, but they could be substantial. RAND examined how a wide range of possible trends might shape the future world situation. Doing so, we believe, provides insight into how these trends and accompanying technological changes might influence the Army's plans to develop its air and missile defenses (AMD). We drew on previous RAND work that characterized six possible futures for 2025 to establish a context for Army AMD in the period. Representative scenarios for each of these futures provided a means for illustrating how differing geopolitical or strategic situations might influence air and missile defense requirements for the future. We used the six scenarios to identify potential AMD shortfalls or redundancies in various settings and, consequently, those areas where the Army might best focus its research and development (R & D) efforts.

Each year, the United States Army, Europe (USAREUR) undertakes a conference-study program on a matter of strategic significance, with several objectives. The topic relates to USAREUR's mission; anticipates future requirements; contributes toward building democratic norms within the militaries of emerging democracies; and serves to inform the USAREUR staff, higher headquarters and other U.S. Government agencies of active measures to improve current practices. In 1996, USAREUR undertook to study "Problems and Solutions in Future Coalition Operations." That topic was germane not only because of the U.S. Government's participation in several current coalitions, but also because USAREUR will continue to be in the vanguard, participating in a wide variety of multinational operations. While coalitions may be a way of life for most militaries, changes in the geostrategic environment over the past several years have created new challenges and opport- unities for U.S. participation. Protecting the Kurds in Iraq after the Gulf War, supporting humanitarian relief operations in Rwanda, deploying a preventive diplomacy force to the Former Yugoslav Republic of Macedonia to guard against a spillover of the Balkan conflict, and providing forces to support the implementation of the Dayton Accords for Bosnia have tested the United States' ability to work with new partners, in support of new missions, in unfamiliar parts of the world. There are important similarities and differences between these new coalition operations, and large military operations and bygone NATO plans for operations in Europe against the Warsaw Pact. In fact, some of the former Warsaw Pact states are now partners in coalitions with the United States Other countries from Africa and Asia Minor have participated as well.
