This book presents a summary of a three-year research project on risk management for the Capture, Transport and Storage of CO2 (CTSC), offering an in-depth study on complex sociotechnical systems and systemic modeling. Approaching CTSC as a complex sociotechnical system, this book proposes systemic modeling as a decision-making aid. It offers a means of decision-making for the development of CTSC projects in the real-world context, where the future of the technology is uncertain. Risk management is considered as a means of control that can provide a control structure for the whole system. The risks associated with CTSC are not exclusively technical in nature; CTSC also faces a number of further uncertainties, from development to commercial scales. A major question concerning CTSC at the current scale of development is: "What are the factors explaining the success or failure of CTSC projects in different contexts?" In order to answer this question, the book proposes a systemic risk management framework based on the system dynamics and STAMP (Systems-Theoretic Accident Model and Processes) concepts.

Carbon Capture and Storage (CCS) technology could provide a technological bridge for achieving near to midterm GHG emission reduction goals. Integrated CCS technology is still under development and has noteworthy challenges, which would be possible to overcome through the implementation of large-scale demonstration projects. In order to assist developing countries to better understand issues related to potential technology deployment, there is a need to start analyzing various numerous challenges facing CCS within the economic and legal context of developing countries and countries in transition. This report is the first effort of the World Bank Group to contribute to a deeper understanding of (a) the integration of power generation with CCS technologies, as well as their costs; (b) regulatory barriers to the deployment of CCS; and (c) global financing requirements for CCS and applicable project finance structures involving instruments of multilateral development institutions. This report does not provide prescriptive solutions to overcome these barriers, since action must be taken on a country-by-country basis, taking account of different circumstances and national policies. Individual governments should decide their priorities on climate change mitigation and adopt appropriate measures accordingly. The analyses presented in this report may take on added relevance, depending on the future direction of international climate negotiations and domestic legal and policy measures in both developed and developing countries, and how they serve to encourage carbon sequestration. We expect that this report will provide insights for policy makers, stakeholders, private financiers, and donors in meeting the challenges of the deployment of climate change mitigation technologies and CCS in particular.

Nationally-recognised studies and our contacts with a diverse group of industry representatives, non-governmental organisations, and academic researchers show that key barriers to CCS deployment include (1) underdeveloped and costly CO2 capture technology and (2) regulatory and legal uncertainties over CO2 capture, injection, and storage. Among the key technological barriers are a lack of experience in capturing significant amounts of CO2 from power plants and the significant cost of capturing CO2, particularly from existing coal-fired power plants, which are the single largest source of CO2 emissions in the United States. Compounding these technological issues are regulatory and legal uncertainties, including uncertainty regarding liability for CO2 leakage and ownership of CO2 once injected. According to the IPCC, the National Academy of Sciences, and other knowledgeable authorities, another barrier is the absence of a national strategy to control CO2 emissions (emissions trading plan, CO2 emissions tax, or other mandatory control of CO2 emissions), without which the electric utility industry has little incentive to capture and store its CO2 emissions. Moreover, according to key agency officials, the absence of a national strategy has also deterred their agencies from addressing other important practical issues, such as resolving how stored CO2 would be treated in a future CO2 emissions trading plan.

Meeting the UK's climate change commitments will be challenging if we do not apply carbon capture and storage (CCS) to new gas-fired power stations and to our energy intensive industries. Building the transport and storage infrastructure needed for CCS requires large upfront investments, but costs of later projects are expected to fall rapidly once this primary infrastructure is in place. Without CCS it may be necessary to find large and potentially more expensive carbon savings to meet the legally binding targets set out in the Climate Change Act as well as the more recent challenging ambitions set out at the Paris climate summit. The UK Government first promised support for CCS in 2007, and in 2012 launched a commercialisation 'competition', with the aim to see CCS projects developed before 2020. Up to £1 billion pounds was to be made available in capital funding, with additional operational support available through guaranteed price contracts - known as Contracts for Difference (CfDs) - to support the initial stages of commercialisation

On March 27, 2012, the U.S. Environmental Protection Agency (EPA) proposed a new rule that would limit emissions to no more than 1,000 pounds of carbon dioxide (CO2) per megawatt-hour of production from new fossil-fuel power plants with a capacity of 25 megawatts or larger. EPA proposed the rule under Section 111 of the Clean Air Act. According to EPA, new natural gas fired combined-cycle power plants should be able to meet the proposed standards without additional cost. However, new coal-fired plants would only be able to meet the standards by installing carbon capture and sequestration (CCS) technology. The proposed rule has sparked increased scrutiny of the future of CCS as a viable technology for reducing CO2 emissions from coal-fired power plants. The proposed rule also places a new focus on whether the U.S. Department of Energy's (DOE's) CCS research, development, and demonstration (RD&D) program will achieve its vision of developing an advanced CCS technology portfolio ready by 2020 for large-scale CCS deployment. Congress has appropriated nearly $6 billion since FY2008 for CCS RD&D at DOE's Office of Fossil Energy: approximately $2.3 billion from annual appropriations and $3.4 billion from the American Recovery and Reinvestment Act (or Recovery Act). The large and rapid influx of funding for industrial-scale CCS projects from the Recovery Act may accelerate development and deployment of CCS in the United States. However, the future deployment of CCS may take a different course if the major components of the DOE program follow a path similar to DOE's flagship CCS demonstration project, FutureGen, which has experienced delays and multiple changes of scope and design since its inception in 2003. A question for Congress is whether FutureGen represents a unique case of a first mover in a complex, expensive, and technically challenging endeavor, or whether it indicates the likely path for all large CCS demonstration projects once they move past the planning stage. Since enactment of the Recovery Act, DOE has shifted its RD&D emphasis to the demonstration phase of carbon capture technology. The shift appears to heed recommendations from many experts who called for large, industrial-scale carbon capture demonstration projects (e.g., 1 million tons of CO2 captured per year). Funding from the Recovery Act for large-scale demonstration projects was 40% of the total amount of DOE funding for all CCS RD&D from FY2008 through FY2012. To date, there are no commercial ventures in the United States that capture, transport, and inject industrial-scale quantities of CO2 solely for the purposes of carbon sequestration. However, CCS RD&D in 2012 is just now embarking on commercial-scale demonstration projects for CO2 capture, injection, and storage. The success of these projects will likely bear heavily on the future outlook for widespread deployment of CCS technologies as a strategy for preventing large quantities of CO2 from reaching the atmosphere while U.S. power plants continue to burn fossil fuels, mainly coal. Given the pending EPA rule, congressional interest in the future of coal as a domestic energy source appears directly linked to the future of CCS. In the short term, congressional support for building new coal-fired power plants could be expressed through legislative action to modify or block the proposed EPA rule. Alternatively, congressional oversight of the CCS RD&D program could help inform decisions about the level of support for the program and help Congress gauge whether it is on track to meet its goals.

The Energy and Climate Change Committee urge the Government to fast-track final funding decisions on two pilot Carbon capture and storage (CCS) projects at Peterhead and Drax by early 2015, after years of delay in the 'competition' launched to provide capital support for the industry. This delay has called into question the credibility of Government policy designed to support CCS deployment in the UK. The technology - which can be fitted to coal and gas power stations - is vital to limit climate change because there is more CO2 locked up in fossil fuel reserves than can be safely burnt without pushing global temperatures beyond 2 degrees Celsius - a dangerous threshold according to scientists. The higher costs associated with fitting and running CCS means that it is likely to develop only in response to specific policy intervention and will need subsidy. The Government should be transparent about the costs of CCS and how they will be met. Guaranteed price tariffs for low carbon energy - called 'Contracts for Difference' (CfD) - will be essential to incentivise CCS projects and provide a route to market for non-competition projects. Deploying CCS in the UK early could also deliver significant economic benefits. It could increase UK plc's future share of the global CCS market and open up a potential 'storage market' using the UK's offshore geological storage capacity - thought to amount to 70 billion tonnes of CO2 or over a century of UK emissions - while protecting jobs associated with the UK's coal and energy intensive industries.
