The United States has very limited means to protect its forces and the populations of its allies from attacks by theater ballistic missiles. This vulnerability was demonstrated when Iraq attacked Saudi Arabia and Israel with ballistic missiles during the Persian Gulf War. The Administration has presented a plan to improve the nation's ability to meet this threat, but critics have other ideas. Some believe that the Administration's plan goes too far. Others think that it does not go far enough. This Congressional Budget Office (CBO) paper analyzes the costs and capabilities of the Administration's plan for theater missile defenses. The analysis covers all aspects of theater ballistic missile defense, including active defenses, passive defenses, counterforce operations, and the command and control systems that allow them to function effectively. It also examines the compliance issues that the plan may raise with the Anti-Ballistic Missile Treaty. Finally, it analyzes the costs and effects of several alternatives to the plan. This effort was requested by the Chairman of the Senate Budget Committee. In keeping with CBO's mandate to provide objective and nonpartisan analysis, the paper makes no recommendations.

The theater ballistic missile (TBM) problem encountered in the Persian Gulf War revealed an alarming deficiency in US defenses. This paper takes a brief look at the major theater missile defense (TMD) systems in use and under development by the US today. Second, it focuses on the performance of the Army's Patriot defense system in the Gulf War. Finally, the paper fulfills its main purpose of offering an in-depth look at the development of the Airborne Laser (ABL) and how it should fit into an overall national structure for TMD. The paper concludes that Patriot performance in the Gulf war was unsatisfactory, not just because of system flaws, but because of the concept of point defense itself. The ABL provides a unique solution to collateral damage inherent in point defense concepts. In addition, the ABL can provide advanced warning to other theater defense systems in the event of a mass launch which could overtax the ABL's capabilities. The paper offers several recommendations for the future direction of TMD. First, phase out point defense completely and channel those funds into development of the other TMD systems which minimize collateral damage to the assets they are intended to protect. Second, expedite development of the ABL as the first line of TMD, backed up by long range theater systems. Third, continue to develop true theater defense systems; that is, systems which have a range of hundreds of kilometers such as the Navy's Aegis and the Army's THAAD systems, preventing TBMs from getting close to their intended target.

As a result of Gulf War efforts countering Saddam Hussein's short-range ballistic missiles (SRBM), theater missile defense (TMD) has emerged as a leading doctrinal issue. Our inability to halt Scud attacks spurred a virtual cottage industry. Pundits and prognosticators of all shapes and sizes are offering insights into how we should best counter this "new" threat. This monograph examines whether the operational air defense force for theater ballistic missile defense will be capable of conducting operations on future battlefields. To explore relevant issues in this area, historical examples from World War 1, World War 11, and Operation Desert Storm are cited as lessons learned. An examination of the Operational Air Defense Battlefield Operating Systems as specified in TRADOC Pamphlet 11-9 serves as a baseline for comparison between currently fielded air defense organizations and materiel against their ability to accomplish the mission assigned them. The study determines that American maneuver forces are vulnerable to engagement from ballistic missiles. Current theater air defense systems and organizations are severely limited in their ability to engage ballistic missiles at their maximum effective ranges without endangering the lives of American soldiers and our allies. Organization and materiel solutions to the problem are required. The study concludes that the Army must continue to develop and field a complementary system of theater air defense weapon systems that can destroy the full spectrum of theater ballistic missiles. The Department of Defense should create a separate theater missile defense organization from existing forces to control antimissile forces in wartime. During peacetime this organization should prepare theater missile defense doctrine and serve as the combat developer for all operational antimissile materiel systems. We must continue to advance our technological edge to negate a hostile nation's ability to employ weapons of mass destruction against the United States and her allies. We must adapt our organizations in conjunction with our technology to guarantee our ability to defeat the expected aerial threat.
