"I am pleased to present the Joint Strategic Plan (JSP) for the Department of State and United States Agency for International Development (USAID) for Fiscal Years 2014 to 2017. This Joint Strategic Plan is a blueprint for investing in America's future and achieving the goals that the President laid out in his National Security Strategy and those in the Quadrennial Diplomacy and Development Review. But it's not just a compilation of narratives and goals. In these pages, you will find a strategic assessment of the challenges we face and learn how our investments in diplomacy and development are making a difference. We face enormous challenges in the world: bringing stability to the Middle East and North Africa; increasing prosperity and strengthening regional cooperation in South and Central Asia; promoting democracy, human rights, and civil society across the globe-- and the list goes on and on. Meeting these challenges will require more than our military might. As President Obama has made clear, "America's security depends on diplomacy and development," and today we must renew that commitment. Our mission is bold and ambitious. While the Joint Strategic Plan does not capture all the work that the State Department and USAID are doing, it lays out five strategic goals: (1) strengthen America's economic reach and positive economic impact; (2) strengthen America's foreign policy impact on our strategic challenges; (3) promote the transition to a low-emission, climate-resilient world, while expanding global access to sustainable energy; (4) protect core U.S. interests by advancing democracy and human rights and strengthening civil society; and (5) modernize the way we do diplomacy and development. The Department of State and the U.S. Agency for International Development (USAID) are pleased to provide this Joint Strategic Plan for Fiscal Years 2007 to 2012 that sets forth the Secretary of State's direction and priorities for both organizations in the coming years. The Joint Strategic Plan supports the policy positions set forth by President Bush in the National Security Strategy and presents how the Department and USAID will implement U.S. foreign policy and development assistance. In the Joint Strategic Plan, the Strategic Goal section defines the primary aims of U.S. foreign policy and development assistance as well as our strategic priorities within each of those goals for the coming years. In addition, for each goal we identify key U.S. Government partners and external factors that could affect achievement of these goals. The Regional Priority section describes the Department and USAID priorities within each region of the world. The joint Strategic Goals cut across the regional priority chapters. The regional priorities reflect how the efforts described in the Strategic Goal chapters fit together in addressing specific regional issues. The seven Strategic Goals outlined in this Joint Strategic Plan constitute the strategic planning framework for both agencies. This framework, and the Foreign Assistance Strategic Framework with which it is consistent, will serve as the basis for both organizations' annual performance plans at the Department, bureau, and mission levels. The annual plans will focus more specifically on our efforts to meet tangible performance goals and will contain specific performance indicators. Our success in meeting our performance goals will indicate our overall progress in achieving the mission and strategic goals outlined in this Joint Strategic Plan. This Joint Strategic Plan is submitted in accordance with the Government Performance and Results Act of 1993 (GPRA).

The approaches of EU institutions and the US to democracy assistance often vary quite significantly as both actors choose different means and tactics. The nuances in the understandings of democracy on the part of the EU and the US lead to their promotion of models of democratic governance that are often quite divergent and, in some respects, clashing. This book examines the sources of this divergence and by focusing on the role of the actors’ "democratic identity" it aims to explain the observation that both actors use divergent strategies and instruments to foster democratic governance in third countries. Taking a constructivist view, it demonstrates that the history, expectations and experiences with democracy of each actor significantly inform their respective definition of democracy and thus the model of democracy they promote abroad. This book aims to understand public diplomacy by examining its practice. In particular, it focuses on the implementation of educational and exchange programs by the US Departments of State and Defense toward China. Implementation is the focal point of this study and is utilized both as a practical process and a methodology. It refers to the process of translating a public diplomacy policy goal—the specific order given to a governmental institution in order to achieve a general foreign policy objective—into public diplomacy practices and impact. In addition, it refers to a research method that centers implementation and accepts the prerequisite of discretion from studies of policy implementation. This book maps out where and by whom implementation discretion is exercised in public diplomacy. It argues that public diplomacy is in the eye of the beholder, and that its meanings can vary significantly according to different actors.
