Esta obra está inscrita en el debate sobre las relaciones entre la globalización y el derecho, que inciden en las transformaciones del Estado contemporáneo. Como resultado de este proceso, que ha favorecido el libre transito de las inversiones transnacionales y con el movimiento global de capitales y mercancías en los ámbitos locales, lo local ha quedado ensamblado a las relaciones globales. Así, la proliferación y creación de una gran pluralidad jurídica de origen global y supranacional, establecida por fuera del sistema interestatal y nacional, ha presionado cambios adaptativos en las estructuras legislativas, institucionales y constitucionales de los Estados nacionales. Además, el autor señala cómo en Colombia estos cambios se intensificaron a partir de la promulgación de la Constitución de 1991, a partir de la cual son desnacionalizados los marcos jurídicos nacionales e institucionales, planteando un desafío a las formas tradicionales de entender las instituciones nacionales.

Durante los últimos años, los derechos territoriales de la población afrocolombiana se han visto obstaculizados por factores como la concentración de la tierra, el uso inapropiado del suelo, los conflictos de manejo y uso de las tierras, así como las afectaciones del conflicto armado interno, que reducen y deterioran el hábitat, motivando, en algunos casos, su abandono y consecuente hacinamiento en pequeñas áreas territoriales. Consciente de la subsistencia de estos problemas, las diversas organizaciones del pueblo afrocolombiano, y de manera discontinua el Estado colombiano, han buscado establecer condiciones materiales para el reconocimiento efectivo de los derechos territoriales de las comunidades Negras Afrodescendientes Raizales y Palenqueras (NARP). Sin embargo, pese a los avances en la dotación y legalización de tierras, se presentan problemas como: la existencia de consejos comunitarios de población afrodescendiente sin titulación colectiva, el avance lento de titulaciones colectivas en propiedades de comunidades NARP por fuera del Pacífico biogegráfico y, en muchos casos, la insuficiencia de las tierras entregadas que garanticen la subsistencia de los grupos étnicos y culturales. A estos obstáculos ‘tradicionales’ que dificultan la dotación, legalización y control de las tierras, se le suma el reto de la interculturalidad, es decir, todo un fenómeno con el potencial de generar o profundizar conflictos interétnicos e interculturales por la tierra, ya que implica el encuentro de diversas perspectivas o visiones de gobernanza rural sobre un mismo territorio. Enfrentar el reto de la interculturalidad y los problemas tradicionales que aquejan el desarrollo rural de la población afrocolombiana, sustentan la naturaleza del presente texto en el que la Pontificia Universidad Javeriana, a través del Instituto de Estudios Interculturales, se dispone a contribuir en la implementación de mecanismos de concertación para que los diferentes actores rurales gestionen acuerdos en medio de la diversidad de concepciones, trayectorias y principios de organización del territorio y de percepciones en torno a lo público. Teniendo en cuenta lo anterior, el presente esfuerzo investigativo busca contribuir a solventar la encrucijada intercultural sin vulnerar los derechos de las comunidades afrocolombianas. Persiguiendo el anterior fin, este estudio podría ser considerado una línea de base para dimensionar las transformaciones y necesidades contemporáneas de las territorialidades rurales afrocolombianas.

In this new analysis of Honduran social and political development, Dar degreeso Euraque explains why Honduras escaped the pattern of revolution and civil wars suffered by its neighbors Guatemala, El Salvador, and Nicaragua. Within this comparative framework, he challenges the traditional Banana Republic 'theory' and its assumption that multinational corporations completely controlled state formation in Central America. Instead, he demonstrates how local society in Honduras's North Coast banana-exporting region influenced national political development. According to Euraque, the reformism of the 1970s, which prevented social and political polarization in the 1980s, originated in the local politics of San Pedro Sula and other cities along the North Coast. Moreover, Euraque shows that by the 1960s, the banana-growing areas had become bastions of liberalism, led by local capitalists and organized workers. This regional political culture directly influenced events at the national level, argues Euraque. Specifically, the military coup of 1972 drew its ideology and civilian leaders from the North Coast, and as a result, the new regime was able to successfully channel popular unrest into state-sponsored reform projects. Based on long-ignored sources in Honduran and American archives and on interviews, the book signals a major reinterpretation of modern Honduran history.
