The rules, policies, and institutions that have guided the world since World War II have largely run their course. Le profil du XXe siècle qu'ils esquissent est sans conteste celui de l'industrialisation de la guerre, combinant de façon inédite la gestion bureaucratique de la violence meurtrière et le déchaînement des pulsions les plus primaires. Mais le siècle dernier a aussi été celui de mutations sociales de grande ampleur, un siècle de construction de la paix dans des sociétés qui revendiquaient plus d'égalité et de démocratie. Commencée avec la colonisation, prolongée par les deux guerres mondiales, le génocide des Arméniens, des juifs et des tziganes, la violence de masse du XXe siècle est terrifiante.
