Sao Tome and Principe is surrounded by oil-producing neighbors, but haven't found commercially viable oil in its territory so far. Sao Tome and Principe (STP) is surrounded by major oil producing countries including Nigeria, Equatorial Guinea, and Gabon, but there has not been any commercial oil or gas discoveries in the country's waters yet. STP is exploring for oil in two different zones under different jurisdiction: the Joint Development Zone (JDZ) with Nigeria, and the Exclusive Economic Zone (EEZ). There are talks as well for a joint exploration zone with Equatorial Guinea. The purpose of this note is to update the status of oil and gas exploration in STP and provide a probability and timeline for eventual discoveries and commercial production. The answers to these questions are key to the country's long-term development prospects, as it would alter dramatically STP's development path.

The Gabonese economy was gradually recovering from the 2014 oil price shock when it was hit by the Covid-19 pandemic. Decisive confinement measures have helped save lives, but the pandemic and the fall in oil prices have severely hit the economy, increasing unemployment and poverty. With a weak economy and increased COVID-19 related spending, the fiscal deficit has widened, with a sharp increase in public debt. Emergency financing from the IMF through the Rapid Financing Instrument (US$299.61 million) helped meet urgent balance of payment needs in 2020. Growth is expected to resume in 2021 but the pandemic has made the economic outlook very challenging and generated sizable financing needs over the medium term.

This paper discusses Gabon’s Request for an Extended Arrangement Under the Extended Fund Facility (EFF). The main goal of the program is to ensure macroeconomic stability and lay the basis for sustainable and equitable growth. To this end, the program seeks to ensure debt sustainability at the national level and help restore and preserve external stability at the regional level. It is built upon three pillars: (1) well-balanced fiscal consolidation that minimizes the impact on growth and protects vulnerable groups; (2) structural fiscal reforms to improve the efficiency and transparency of public spending; and (3) policies to enhance financial sector stability and economic diversification. The IMF staff supports the authorities’ request for an extended arrangement under the EFF.
