The past, present, and future role of global migration Throughout history, migrants have fueled the engine of human progress. Their movement has sparked innovation, spread ideas, relieved poverty, and laid the foundations for a global economy. In a world more interconnected than ever before, the number of people with the means and motivation to migrate will only increase. Exceptional People provides a long-term and global perspective on the implications and policy options for societies the world over. Challenging the received wisdom that a dramatic growth in migration is undesirable, the book proposes new approaches for governance that will embrace this international mobility. The authors explore the critical role of human migration since humans first departed Africa some fifty thousand years ago—how the circulation of ideas and technologies has benefited communities and how the movement of people across oceans and continents has fueled economies. They show that migrants in today's world connect markets, fill labor gaps, and enrich social diversity. Migration also allows individuals to escape destitution, human rights abuses, and repressive regimes. However, the authors indicate that most current migration policies are based on misconceptions and fears about migration's long-term contributions and social dynamics. Future policies, for good or ill, will dramatically determine whether societies can effectively reap migration's opportunities while managing the risks of the twenty-first century. A guide to vigorous debate and action, Exceptional People charts the past and present of international migration and makes practical recommendations that will allow everyone to benefit from its unstoppable future growth.

Refugees have rarely been studied by economists. Despite some pioneering research on the economic lives of refugees, there remains a lack of theory and empirical data through which to understand, and build upon, refugees' own engagement with markets. Yet, understanding these economic systems may hold the key to rethinking our entire approach to refugee assistance. If we can improve our knowledge of the resource allocation systems that shape refugees' lives and opportunities, then we may be able to understand the mechanisms through which these market-based systems can be made to work better and turn humanitarian challenges into sustainable opportunities. This book adopts an inter-disciplinary approach, based on original qualitative and quantitative data on the economic life of refugees, in order to begin to build theory on the economic lives of refugees. It focuses on the case of Uganda because it represents a relatively positive case. Unlike other governments in the region, it has taken the positive step to allow refugees the right to work and a significant degree of freedom of movement through it so-called 'Self-Reliance Strategy'. This allows a unique opportunity to explore what is possible when refugees have basic economic freedoms. The book shows that refugees have complex and varied economic lives, often being highly entrepreneurial and connected to the global economy. The implications are simple but profound: far from being an inevitable burden, refugees have the capacity to help themselves and contribute to their host societies - if we let them

Migration in Eastern Europe and Central Asia is relatively large by international standards, driven both by political factors (the 1990 collapse of the Soviet system, ensuing emergence of conflicts and new states, and opening of borders with Europe) and economic factors (abrupt economic deterioration and corresponding search for better employment and living conditions). The report anlayzes the different kinds of migration as well as the policies on both sides of the equation to limit negative side effects (like emargination, criminal activities, and brain drain) and maximize positive ones (increased labor pool for services, remittances, return migration with improved human and financial capital).

Migration has been at the centre of political debate across the OECD in recent years. Drawing on data from the OECD Survey of Adult Skills (PIAAC), this report provides new evidence on differences in migrants' characteristics and contexts and considers how these relate to the skills migrants possess. It also examines the relationship between migrants' skills and their labour and non-labour market outcomes in host countries. Finally, it sheds new light on how migrants' skills are developed, used and valued in host country labour markets and societies. Results and lessons gleaned from analysis highlight the way forward for future research on this topic. The report represents an invaluable resource for policy makers across different sectors as they design and implement strategies aimed at promoting the long-term integration of foreign-born populations in the economic and social life of their countries. The analyses presented allow us to identify the skill composition of foreign-born populations, the labour market and broader social outcomes associated with such skills, and the factors that can promote skill acquisition and skill use.
