The Government of India remembered freedom fighters with Samman (Respect) Pension (1980). The Honorable Judges of the Supreme Court commented, "The object of the freedom fighters' pension scheme is not to reward or compensate the sacrifices made in the freedom struggle. The object is to honour and mitigate the sufferings of those who had given their all for the country in the hour of its need." This view was not shared by the Communist led Government of West Bengal (GOWB). The attitude of the GOWB can be seen through the correspondence between freedom fighter Gour Gopal Sarkar and the Office of the Chief Minister. He observed the reticence of the Chief Minister of West Bengal and the preoccupation of the GOWB engaged in anti-Delhi rhetoric and undemocratic activities such as, Gherao, Land seizure, Sunderbans (Mirichjhanpi) massacre and killing of Ananda Marga saints and nuns for spurious reasons. These landmark reasons that have pushed West Bengal back fourth world countries are covered in the book for posterity.According to Oxford Poverty and Human Development Initiative (OPHI) and the United Nations Development Program (UNDP), poverty in eight Indian states exceeded that of the 26 poorest African countries (1997) and West Bengal is the home of the third largest number of poor people in India. OPHI and UNDP define 'poverty as people's experience of deprivation from lack of income, lack of education, lack of basic sanitation and lack of access to nutritive food'. On these measures 80% of the people of West Bengal who live in villages would take the prime position in the able of poorest people in India. The freedom fighters who joined Mahatma Gandhi believed in his conviction, "Poverty is the worst form of Violence". Post-Independence development of India should have brought relief from poverty to all the people. What should be the matter of concern is that new found prosperity of India through globalizations is bypassing the 80% living in villages. Should our gestures of remembering the freedom fighters include the obligation of re-examining Gandhi's contribution to the world as 'People's Economist' and 'Inventor of Intermediate Technology'? Dr. Ernst Friedrich "Fritz" Schumacher is recognized as the most influential economic thinker, statistician and economist in the post-war years. His book; "Small is Beautiful, a study of economics as if people mattered" is regarded as one of the 100 most influential books published since World War II. Schumacher is the greatest advocate of Intermediate/Appropriate Technology. He said, "Gandhi is the greatest People's Economist". Gandhi's invention of the Spinning Wheel is regarded as the first example of Intermediate/Appropriate Technology. Can Appropriate Technology help the left-out citizens of free India to climb out of poverty? In the final chapters I have examined the case of applying Appropriate Technology to address the Wants of the Rural Population with practical Projects.
