GAO-20-195G MARCH 2020 Cost Estimating and Assessment Guide ACCESSIBLE VERSION developed this Guide to establish a consistent methodology based on best practices that can be used across the federal government for developing, managing, and evaluating program cost estimates. The Cost Estimating and Assessment Guide presents the best practices associated with developing a reliable, high-quality cost estimate and the best practices associated with effective management of program costs using earned value management (EVM). Use of these best practices should enable government programs to better estimate and manage their costs to improve program management and execution. Why buy a book you can download for free? We print the paperback book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. GAO-09-3SP March 2009 Best Practices for Developing and Managing Capital Program Costs The ability to generate reliable cost estimates is a critical function, necessary to support the Office of Management and Budget's (OMB) capital programming process. Without this ability, agencies are at risk of experiencing cost overruns, missed deadlines, and performance shortfalls-all recurring problems that our program assessments too often reveal. Furthermore, cost increases often mean that the government cannot fund as many programs as intended or deliver them when promised. The methodology outlined in this guide is a compilation of best practices that federal cost estimating organizations and industry use to develop and maintain reliable cost estimates throughout the life of a government acquisition program. By default, the guide will also serve as a guiding principle for our auditors to evaluate the economy, efficiency, and effectiveness of government programs. Why buy a book you can download for free? GAO-16-89G December 2015 This schedule guide is a companion to the Cost Estimating and Assessment Guide (GAO-09-3SP). A cost estimate cannot be considered credible if it does not account for the cost effects of schedule slippage. An effective methodology for developing, managing, and evaluating capital program cost estimates includes the concept of scheduling the necessary work to a timeline, as discussed in the Cost Guide. Typically, schedule variances are followed by cost variances and management tends to respond to schedule delays by adding more resources or authorizing overtime. Therefore, a reliable schedule can contribute to an understanding of the cost impact if the program does not finish on time. Further, a schedule risk analysis allows for program management to account for the cost effects of schedule slippage when developing the life-cycle cost estimate.Having managed many construction projects over the years in the U.S., Europe and the Middle East, I can tell you that without a good (reasonable) schedule, a project cannot stay within budget. Budget is more important than schedule as far as I am concerned but without a well thought out schedule, the budget will be busted. Schedule slippage is bound to happen on any project due to unforeseen circumstances such as weather and politics, but I have a problem with circumstances that should have been foreseen. As a manager of project managers, I always took the approach that if something goes wrong, it is the Project Manager's fault. Many PMs working for me over the years felt this was unfair, but that's how it is. If there is a delay, the PM should have anticipated that and figured out a work-around. I don't give bonuses to projects that are behind schedule. I recommend you do the same. They will get over it. Why buy a book you can download for free? We print this book so you don't have to. In October 2015, the Bureau estimated that with its new approach it can conduct the 2020 Census for $12.5 billion, $5 billion less than the $17.8 billion it estimated it would cost to repeat the design and methods of the 2010 Census. Reliable cost estimates can help an agency manage large complex activities like the 2020 Census, as well as help Congress make funding decisions and provide oversight. GAO was asked to evaluate the reliability of the Bureau's life-cycle cost estimate. Among other objectives, this report assesses the extent to which (1) the Bureau's life-cycle cost estimate met GAO's best practices for cost estimation and (2) the Bureau identified and accounted for key risks facing the 2020 Census. To meet these objectives, GAO reviewed documentary and testimonial evidence from Bureau officials responsible for developing the 2020 Census cost estimate. GAO used its cost assessment guide (GAO-09-3SP) and Standards for Internal Control in the Federal Government (GAO-14-704G) as criteria.

The matching of airline passenger info. against terrorist watchlist records is a frontline defense against acts of terrorism that target the our civil aviation system. Passengers identified as matches to the No-Fly list are prohibited from boarding commercial flights, while those matched to the Selectee list are required to undergo additional screening. The TSA has developed an advanced passenger prescreening program -- known as Secure Flight -- that matches passenger info. against terrorist watchlist records. This report discusses the challenges the program has faced, incl.: protecting passenger privacy, completing performance testing, fully defining and testing security requirements, and establishing reliable cost and schedule estimates, among other things.

Since the recent recession, policymakers have emphasized the role exports can play in strengthening the U.S. economy and in creating higher paying jobs. In March 2010 the President signed an Executive Order creating the National Export Initiative (NEI), with a goal of doubling U.S. exports in 5 years. However, since 2004 the workforce of the U.S. and Foreign Commercial Service (CS) has shrunk, calling into question the ability of this key agency to increase its activities to assist U.S. businesses with their exports. This report reviewed: (1) how well CS managed its resources from 2004 to 2009; and (2) the completeness of CS's workforce plans and the quality of its fiscal year 2011 budget request. Tables. The methodology outlined in this guide is a compilation of best practices that federal cost estimating organizations and industry use to develop and maintain reliable cost estimates throughout the life of a government program. By default, the guide will also serve as a guiding principle for our auditors to evaluate the economy, efficiency, and effectiveness of government programs. The U.S. Government Accountability Office (GAO), the Congressional Budget Office (CBO), and others have shown through budget simulations that the nation is facing a large and growing structural deficit in the long term, primarily because the population is aging and healthcare costs are rising. As the Comptroller General has noted, "Continuing on this unsustainable path will gradually erode, if not suddenly damage, our economy, our standard of living and ultimately our national security." New budgetary demands and demographic trends will place serious budgetary pressures on federal discretionary spending, as well as on other federal policies and programs, in the coming years. As resources become scarce, competition for them will increase. It is imperative, therefore, that government acquisition programs deliver as promised, not only because of their value to their users but because every dollar spent on one program will mean one less available dollar to fund other efforts. To get better results, programs will need higher levels of knowledge when they start and standardized monitoring metrics such as EVM so that better estimates can be made of total program costs at completion.
