The Garden City Movement provided a radical new model for the design and layout of housing at the turn of the nineteenth century and set standards for the twentieth century which were of international significance. The vision of the movement's founder, Ebenezer Howard, drew on many strands of political and utopian thought, and initially aimed at addressing the problems of an increasingly urban and dysfunctional society along 'the peaceful path to real reform'. It took only five years, from 1898 to 1903 for the idea to take root in the open fields of North Hertfordshire, when Earl Grey proclaimed the Letchworth Garden City Estate open. Letchworth was followed by Hampstead Garden Suburb, Welwyn Garden City and numerous smaller developments, and Garden City ideas informed both inter-war housing policy and New Town planning after the Second World War. Present-day issues such as sustainable development and eco-settlements have their roots in the Garden City. Garden Cities of To-morrow Ebenezer Howard Garden Cities of To-morrow is a book by the British urban planner Ebenezer Howard. When it was published in 1898, the book was titled To-morrow: A Peaceful Path to Real Reform. In 1902 it was reprinted as Garden Cities of To-Morrow. The book gave rise to the garden city movement. This book offered a vision of towns free of slums and enjoying the benefits of both town (such as opportunity, amusement and high wages) and country (such as beauty, fresh air and low rents). Howard illustrated the idea with his "Three Magnets" diagram. His ideas were conceived for the context of a capitalist economic system, and sought to balance individual and community needs. Two English towns were built as garden cities, Letchworth and Welwyn. Though they did not completely measure up to the ideal, they provided a model for controlling urban sprawl.

For nearly a century the Garden City movement has represented one end of a continuum in an ongoing debate about the future of the modern city. In 1898 Ebenezer Howard envisioned an experimental community as the alternative to huge, teeming cities. Small, planned "garden cities" girdled by greenbelts were to serve in time as the "master key" to a higher, more cooperative stage of civilization based on ecologically balanced communities. Howard soon founded an international planning movement which ever since has represented a remarkable blend of accommodation to and protest against urban changes and the rise of the suburbs. In this interconnected history of the Garden City movement in the United States and Britain, Buder examines its influence, strengths and limitations. Howard's garden city, he shows, joined together two very different types of late-nineteenth-century experimental communities, creating a tension never fully resolved. One approach, utopian and radical in nature, challenged conventional values; the other, the model industrial towns of "enlightened" capitalists, reinforceed them. Buder traces this tension through planning history from the nineteenth-century world of visionaries, philanthropy, and self help into our own with its reliance on the expert, bureaucracy, and governmental policy, shedding light on the complex changes in the way we have thought in the twentieth century about community, urban design, and indeed the process of change. His final chapters examine the world-wide enthusiasm for "New Towns" between 1945-1975 and recent political and social trends which challenge many fundamental assumptions of modern planning.

Garden Cities: the phrase is redolent of Arts and Crafts values and nineteenth-century utopianism. But despite being the culmination of a range of influential movements, and having global influence themselves, in fact there were only ever two true, self-contained Garden Cities in England far more numerous were Garden Suburbs and Villages. Crystallised in England by social visionary Ebenezer Howard and executed in many cases by planners and architects Barry Parker and Raymond Unwin, the concept arose from nineteenth-century industrial settlements like Port Sunlight (and, earlier, Saltaire and Akroyden), and also from the City Beautiful movement in the US. The settlements were designed to promote healthy and comfortable individual and community life, as well as supporting commerce and industry, and were and are instantly and attractively recognisable. This book is a beautifully illustrated guide to the movement as a whole, from its earliest influences through practical difficulties in implementation to the continuing vitality of the communities which are its legacy.
