In the eighteenth century, as wars between Britain, France, and their allies raged across the world, hundreds of thousands of people were captured, detained, or exchanged. They were shipped across oceans, marched across continents, or held in an indeterminate limbo. The Society of Prisoners challenges us to rethink the paradoxes of the prisoner of war, defined at once as an enemy and as a fellow human being whose life must be spared. Amidst the emergence of new codifications of international law, the practical distinctions between a prisoner of war, a hostage, a criminal, and a slave were not always clear-cut. Renaud Morieux's vivid and lucid account uses war captivity as a point of departure, investigating how the state transformed itself at war, and how whole societies experienced international conflicts. The detention of foreigners on home soil created the conditions for multifaceted exchanges with the host populations, involving prison guards, priests, pedlars, and philanthropists. Thus, while the imprisonment of enemies signals the extension of Anglo-French rivalry throughout the world, the mass incarceration of foreign soldiers and sailors also illustrates the persistence of non-conflictual relations amidst war. Taking the reader beyond Britain and France, as far as the West Indies and St Helena, this story resonates in our own time, questioning the dividing line between war and peace, and forcing us to confront the untenable situations in which the status of the enemy is left to the whim of the captor.

In Volume 34, covering May through July 1801, the story of Thomas Jefferson's first presidential administration continues to unfold. He quickly begins to implement his objectives of economy and efficiency in government. Requesting the chief clerk of the War Department to prepare a list of commissioned army officers, Jefferson has his secretary Meriwether Lewis label the names on the list with such descriptors as "Republican" or "Opposed to the administration, otherwise respectable officers." The president calls his moves toward a reduction in the army a "chaste reformation." Samuel Smith, interim head of the Navy Department, in accordance with the Peace Establishment Act, arranges for the sale of surplus warships. Secretary of the Treasury Albert Gallatin gathers figures on revenues and expenses and suggests improvements in methods of collecting taxes. Jefferson delivers an eloquent statement on his policy of removals from office to the merchants of New Haven, who objected to his dismissal of the collector of the port of New Haven. He makes clear that while his inaugural address declared tolerance and respect for the minority, it did not mean that no offices would change hands. On the twenty-fifth anniversary of the Fourth of July, Jefferson entertains around one hundred citizens, including a delegation of five Cherokee chiefs. And on 30 July, Jefferson leaves the Federal City for two months at Monticello.

The French Revolution nearly destroyed the Vincentians in France, and those in most other countries were isolated, persecuted in every degree from niggling regulations to imprisonment and martyrdom, and sometimes squeezed into oblivion. To these external miseries were added painful internal schisms: the Italians, abetted by other countries and the Holy See, pushed to center the Congregation in Rome; interdicts against communication with foreign superiors forced provinces in many countries to act autonomously; national pressures to swear loyalty and conform to compromising regulations created splits within the community and threatened to divide the Daughters and separate them from their brothers. Reduced membership and funding crippled the Vincentians’ efforts as they emerged from the worst of the state obstructions. Nevertheless, they began rebuilding and even made struggling beginnings in overseas missions, notably the United States, Brazil, the Ottoman Empire, the Middle East, and China, where the martyrdom of two missionaries galvanized interest in this distant and challenging mission.
