"Not only are Russia's regions economically diverse, but the policies that regional governments have adopted to deal with the strains of economic transition also vary widely. Some regions have generally embraced market reforms, while others have sought to preserve enclaves of socialism, with price restrictions, large subsidies, and barriers to trade." Reforms of Russia's budgetary system at the subnational level are vital to preserve macroeconomic stability, improve the efficiency and accountability of government, and enhance incentives for local and regional governments to vigorously support economic growth. Previous analytical and reform efforts have focused on possible changes at the federal level and in the system of center-region relations. An opportunity now exists to make progress by providing reform advice and conditional aid to policymakers at the regional and subregional level. This report focuses on opportunities for reform at the subnational level. It reviews recent trends in fiscal adjustment, budgeting, and government debt at the regional and local levels in Russia. It analyzes major problems and suggests a number of measures and performance indicators that could form part of a reform strategy initiated by the Government of Russia.

How do cities transform over time? And why do some cities change for the better while others deteriorate? In articulating new ways of viewing urban areas and how they develop over time, Peter Bosselmann offers a stimulating guidebook for students and professionals engaged in urban design, planning, and architecture. By looking through Bosselmann’s eyes (aided by his analysis of numerous color photos and illustrations) readers will learn to “see” cities anew. Bosselmann organizes the book around seven “activities”: comparing, observing, transforming, measuring, defining, modeling, and interpreting. He introduces readers to his way of seeing by comparing satellite-produced “maps” of the world’s twenty largest cities. With Bosselmann’s guidance, we begin to understand the key elements of urban design. Using Copenhagen, Denmark, as an example, he teaches us to observe without prejudice or bias. He demonstrates how cities transform by introducing the idea of “urban morphology” through an examination of more than a century of transformations in downtown Oakland, California. We learn how to measure quality-of-life parameters that are often considered immeasurable, including “vitality,” “livability,” and “belonging.” Utilizing the street grids of San Francisco as examples, Bosselmann explains how to define urban spaces. Modeling, he reveals, is not so much about creating models as it is about bringing others into public, democratic discussions. Finally, we find out how to interpret essential aspects of “life and place” by evaluating aerial images of the San Francisco Bay Area taken in 1962 and those taken forty-three years later. This book examines the waves of protest that broke out in the 2010s as the collective actions of self-organized publics. Drawing on theories of publics/counter-publics and developing an analytical framework that allows the comparison of different country cases, this volume explores the transformation from spontaneous demonstrations, driven by civic outrage against injustice to more institutionalized forms of protest. Presenting comparative research and case studies on e.g. the Portuguese Generation in Trouble, the Arab Spring in Northern Africa, or Occupy Wall Street in the USA, the authors explore how protest publics emerge and evolve in very different ways – from creating many small citizen groups focused on particular projects to more articulated political agendas for both state and society. These protest publics have provoked and legitimized concrete socio-political changes, altering the balance of power in specific political spaces, and in some cases generating profound moments of instability that can lead both to revolutions and to peaceful transformations of political institutions. The authors argue that this recent wave of protests is driven by a new type of social actor: self-organized publics. In some cases these protest publics can lead to democratic reform and redistributive policies, while in others they can produce destabilization, ethnic and nationalist populism, and authoritarianism. This book will help readers to better understand how seemingly spontaneous public events and protests evolve into meaningful, well-structured collective action and come to shape political processes in diverse regions of the globe.

Ecologies of Affect offers a synthetic introduction to the felt dynamics of cities and the character of places. The contributors capture the significance of affects including desire, nostalgia, memory, and hope in forming the identity and tone of places. The critical intervention this collection of essays makes is an active, consistent engagement with the virtualities that produce and refract our idealized attachments to place. Contributors show how place images, and attempts to build communities, are, rather than abstractions, fundamentally tied to and revolve around such intangibles. We understand nostalgia, desire, and hope as virtual; that is, even though they are not material, they are nevertheless real and must be accounted for.
