The financial and economic crisis that began in 2008 still has the world on tenterhooks. The gravity of the situation is matched by a general paucity of understanding about what is happening and how it started. In this book, based on his 2012 Adorno Lectures given in Frankfurt, Wolfgang Streeck places the crisis in the context of the long neoliberal transformation of postwar capitalism that began in the 1970s. He analyses the subsequent tensions and conflicts involving states, governments, voters and capitalist interests, as expressed in inflation, public debt, and rising private indebtedness. Streeck traces the transformation of the tax state into a debt state, and from there into the consolidation state of today. At the centre of the analysis is the changing relationship between capitalism and democracy, in Europe and elsewhere, and the advancing immunization of the former against the latter. In this new edition, Streeck has added a substantial postface on the reception of the book and the unfolding of the crisis in the Eurozone since 2014.

Studienarbeit aus dem Jahr 2015 im Fachbereich VWL - Sonstiges, Note: 1,0, Ruprecht-Karls-Universität Heidelberg (Philosophisches Seminar), Veranstaltung: Philosophie der Wirtschaft, Sprache: Deutsch, Abstract: Die vorliegende Arbeit nimmt Wolfgang Streecks "Gekaufte Zeit" als Ausgangspunkt für die Analyse und Diskussion der Rolle des Menschen innerhalb einer Gesellschaft, in der das politische Primat gegenüber ökonomischen Imperativen an Boden verliert und Effizienzfragen für Parlamentswahlen bedeutender werden, als Fragen normativen Couleurs. Zu diesem Zweck soll zunächst nachvollzogen werden, wie der Kapitalismus in der Darstellung Streecks‘ nach 1945 mit der Demokratie in Einklang gebracht wurde und was zum Bruch dieses Einverständnisses in den 1970er Jahren führte. In diesem Zusammenhang soll auch kurz zur Sprache kommen, wie ein finaler Zusammenbruch des Systems und die damit einhergehende Krise bisher verhindert wurden. In einem zweiten Schritt wird analysiert, welche Bedeutung die beschriebenen Verän-derungen und Verschiebungen der Gestaltungspräferenzen für Politik und Ökonomie haben. Welche Auswirkungen ergeben sich für die Menschen durch einen Paradigmenwechseln vom politischen zum ökonomischen Imperativ? Der Hauptteil dieser Arbeit widmet sich schließlich der Frage, welche Rolle der Mensch in einem Staat spielt, der Träger der von Streeck beschriebenen Charakteristika des demokratischen Kapitalismus nach 1970 ist. Ausgehend vom Menschenbild Adam Smiths‘ wird zu zeigen versucht, wo der Mensch innerhalb des Gefüges Ökonomie-Politik-Gesellschaft theoretisch verortet ist. Anschließend soll untersucht werden, inwiefern diese Vorstellung im modernen demokratischen Kapitalismus als verwirklicht betrachtet werden können. Abschließend wird ein kleiner Ausblick auf einen möglichen Umgang mit dem von Streeck beschriebenen Dilemma gegeben.

The Eurozone and the European Union have recently been confronted with a number of existential threats. The sovereign debt crisis and the COVID-19 pandemic have forced European decisionmakers to pass important reforms which have radically transformed the nature and scope of the Union's powers in the field of economic and fiscal policy. As the new economic governance of the Eurozone emerges as the main driver of integration in today's Europe, this book seeks to assess the solidity of the constitutional foundations supporting that system, and its compliance with the Union's core founding value: the rule of law. Using competence allocation, regulatory quality, access to external review and fundamental rights sustainability as analytical benchmarks, this book argues that the recent metamorphosis of Eurozone economic governance has not been accompanied by a parallel strengthening of its constitutional settlement, leading to a problematic misalignment between the Union's action and its governing principles.

Rich people stash away trillions of dollars in tax havens like Switzerland, the Cayman Islands, or Singapore. Multinational corporations shift their profits to low-tax jurisdictions like Ireland or Panama to avoid paying tax. Recent stories in the media about Apple, Google, Starbucks, and Fiat are just the tip of the iceberg. There is hardly any multinational today that respects not just the letter but also the spirit of tax laws. All this becomes possible due to tax competition, with countries strategically designing fiscal policy to attract capital from abroad. The loopholes in national tax regimes that tax competition generates and exploits draw into question political economic life as we presently know it. They undermine the fiscal autonomy of political communities and contribute to rising inequalities in income and wealth. Building on a careful analysis of the ethical challenges raised by a world of tax competition, this book puts forward a normative and institutional framework to regulate the practice. In short, individuals and corporations should pay tax in the jurisdictions of which they are members, where this membership can come in degrees. Moreover, the strategic tax setting of states should be limited in important ways. An International Tax Organisation (ITO) should be created to enforce the principles of tax justice. The author defends this call for reform against two important objections. First, Dietsch refutes the suggestion that regulating tax competition is inefficient. Second, he argues that regulation of this sort, rather than representing a constraint on national sovereignty, in fact turns out to be a requirement of sovereignty in a global economy. The book closes with a series of reflections on the obligations that the beneficiaries of tax competition have towards the losers both prior to any institutional reform as well as in its aftermath.
