Seit Menschengedenken haben sich die Menschen Wohnraum geschaffen. Das Wohnen zählt zu den Grundbedürfnissen des Menschen und kann in seiner Bedeutung kaum hoch genug eingeschätzt werden. Gegenstand und Ziel dieser Arbeit ist es, ein geschlossenes Bild der Bemühungen um gleichberechtigte Wohnmöglichkeiten für Menschen mit geistiger Behinderung im Vergleich zu den Wohnmöglichkeiten von Menschen ohne Behinderungen zu geben. Dabei soll schwerpunktmäßig ein besonderes Augenmerk darauf liegen, ob die aktuellen Entwicklungen und Neuerungen in den Wohn- und Unterstützungsangeboten für Menschen mit Behinderungen auch für den Personenkreis der Menschen mit (schwerer) geistiger Behinderung konzipiert sind und für diese Menschen einen gleichberechtigten Zugang zur Formen des gemeindenahen Wohnens bieten.
