Comment les gendarmes, longtemps redoutés des populations, se sont-ils intégrés à la vie quotidienne des Français ? Pour répondre à cette question, l’auteur étudie tous les aspects du métier de gendarme départemental dans la France provinciale du XIXe siècle : les enjeux politiques, l’organisation du service, la sociologie des hommes, leur vie professionnelle et privée, l’esprit de corps, les représentations culturelles. L’enjeu est de taille, quand on sait que la gendarmerie (avec ses 20 000 hommes) reste la principale force de sécurité du pays. À l’interface des populations – parmi lesquelles ils vivent – et des pouvoirs centraux – aux ordres desquels ils sont soumis – les gendarmes offrent un bel observatoire des transformations du XIXe siècle : la modernisation des campagnes, le renforcement de l’État, le développement d’une conscience nationale, la démocratisation, sont autant de phénomènes que l’on peut suivre à hauteur de bicorne. L’enquête s’appuie sur une base de données de plus de 3 000 gendarmes et sur le dépouillement de toute la presse professionnelle. Elle s’enrichit également à la lumière des procès-verbaux, des notes de service, des rapports préfectoraux, etc. Elle se nourrit enfin de la riche moelle inédite des archives de la gendarmerie. L’auteur identifie trois modèles successifs. Impérieux et parfois violent, imprégné d’une culture guerrière, peu intégré à la société rurale, le soldat de la loi s’efface dès le milieu du XIXe siècle. Il cède place à un militaire professionnel nettement plus procédurier, discipliné et prudent. Les gendarmes de la fin du XIXe siècle infléchissent cependant cette nouvelle vision du métier en se plaçant plus franchement au centre de la société et au service du public. Le gendarme républicain est ainsi imprégné d’une culture d’obéissance qui coexiste tant bien que mal avec une éthique de responsabilité. À l’heure où l’on s’interroge de nouveau sur la place et sur l’attitude des forces de l’ordre, ce livre offre un éclairage historique qui espère contribuer au débat.

This is the first history of the French police and gendarmerie, for the period since the establishment of a democratic Republican regime in 1870 down to the present day. Based on archival material and on the vast amount of recent research by French scholars on the subject, it covers dramatic and often harrowing developments - anarchist and communist subversion, violent demonstrations and strikes, fascist threats, war and occupation, colonial conflicts and regime change - which have made policing in France troubled and controversial. As well as a chronological history, the book contains a thematic treatment of the police and the Republican regime (including the complex police-justice and police-military relations, the politics of police officials analysing the charge of racism, politico-police scandals, and inequalities of policing), of major controversies (over political policing, municipal or central control of the police, and modernisation), and of areas which pose problems for which there is no clear solution (use of force and police violence, police accountability, private security, and internationalization). In conclusion, the relations between the police and the public, and the place of the police in the political order are assessed. It is inter-disciplinary in approach using the academic literature in sociology, history, political science, criminal justice as well as the writings of police practitioners. The subject is placed in the context of international debates on policing, and the language used is free of jargon and the use, without explanation, of French terms. The bibliography and sources are a basic guide for further study of the subject.
