Economists studying environmental collective action and green governance have paid little attention to gender. Research on gender and green governance in other disciplines has focused mainly on women's near absence from forestry institutions. This interdisciplinary book turns that focus on its head to ask: what if women were present in these institutions? What difference would that make? Would women's inclusion in forest governance - undeniably important for equity - also affect decisions on forest use and outcomes for conservation and subsistence? Are women's interests in forests different from men's? Would women's presence lead to better forests and more equitable access? Does it matter which class of women governs? And how large a presence of women would make an impact? Answers to these questions can prove foundational for effective environmental governance. Yet they have hardly been empirically investigated. In an analysis that is conceptually sophisticated and statistically rigorous, using primary data on community forestry institutions in India and Nepal, this book is the first major study to comprehensively address these wide-ranging issues. It traces women's history of exclusion from public institutions, the factors which constrain their effective participation, and how those constraints can be overcome. It outlines how strategic partnerships between forestry and other civil society institutions could strengthen rural women's bargaining power with community and government. And it examines the complexities of eliciting government accountability in addressing poor rural women's needs, such as for clean domestic fuel and access to the commons. Located in the interface of environmental studies, political economy and gender analysis, the volume makes significant original contributions to current debates on gender and governance, forest conservation, clean energy policy, critical mass and social inclusion. Traversing uncharted territory with rare analytical rigor, this lucidly written book will be of interest to scholars and students as well as policy makers and practitioners.

This book explores the role of feminist activists in The United Nations Framework Convention on Climate Change and highlights the progress they have made in mainstreaming gender as a key issue in global climate governance. It is now commonplace for gender to be framed as a political issue in global climate politics within academic scholarship, but there is typically a lack of robust empirical analysis of existing advocacy approaches. Filling this lacuna, Joanna Flavell interrogates the political strategies of the Women and Gender Constituency (WGC) in the UNFCCC (The United Nations Framework Convention on Climate Change). Through a conceptual framework that integrates climate change with intersectional critical inquiry and political practice, Flavell analyses hundreds of historical documents, coupled with interviews and observations from two UNFCCC conferences. This research uncovers a so-far untold story about the history of the UNFCCC that foregrounds gender and feminist advocacy, highlighting the importance of the WGC in shaping dominant narratives of global climate governance through a series of rhetorical and procedural strategies. Overall, the book draws important conclusions around power in global climate governance and opens up new avenues for advancing a feminist green politics. In the past two decades, research on environmental issues in East and Southeast Asian countries has mainly focused on existing institutional mechanisms of environmental management, the establishment of new environmental management structures, the introduction of incentives to improve natural capital and foster environmental protection, and the culture of environmental or "green" groups. Virtually no rigorous research has been directed into the nature and significance of the existing relationship between government and civil society in individual country studies, with specific reference to the environmental policy sector, or into how this relationship may be evolving. This book explores this connection in Singapore, and what causes it to evolve, through three case narratives. Its rationale is to address this gap in the literature from a "governance theory" perspective that focuses on state adaptation to the external environment and new forms of coordination and collaboration between government and civil society to tackle new societal problems. The application of the "governance theory" approach to specific case studies is itself a topic that deserves much greater study than what it has so far received.
