For two hundred years the provision of military security has been a central and defining function of the modern nation-state. The increasing reliance on private military and security companies in contemporary conflict marks a fundamental transformation in the organization of military violence, and it raises issues of accountability and ethics that are of particular concern to feminists. This privatization of force not only enables states to circumvent citizens' democratic control over questions of war and peace, but also undermines women's and minority groups' claims for greater inclusion in the military sphere. Gender and Private Security in Global Politics brings together key scholars from the fields of international relations, security studies, and gender studies to argue that privatization of military security is a deeply gendered process. The chapters employ a variety of feminist perspectives, including critical, postcolonial, poststructuralist, and queer feminist perspectives, as well as a wide range of methodological approaches including ethnography, participant-observation, genealogy, and discourse analysis. This is the first book to develop an extended feminist analysis of private militaries and to draw on feminist concerns regarding power, justice and equality to consider how to reform and regulate private forces.

The United Nations Security Council, in 2000, unanimously passed a resolution calling for women’s increased participation in conflict prevention and peacebuilding, as well as their protection during conflict. This marked the first time that the UN Security Council explicitly addressed gender issues in ‘conflict’ and ‘post-conflict’ situations. But what difference has this international agenda on ‘Women, Peace and Security’ made to women’s lives on the ground and to the governance of international peace and security? This volume provides a critical evaluation of the mainstreaming of gender issues in matters of international peace and security resulting from the passage of Resolution 1325 in 2000. It considers how this agenda actually plays out in different contexts, and with what implications for women’s activism and for peace and security. The picture that emerges is not uniform, obliging us to reconsider the links between gender, conflict, different visions of peace and, consequently, different projects of peacebuilding. Fifteen years after the adoption of UN Security Council Resolution 1325 which establishes the Women, Peace and Security agenda, there is now a need to assess the impacts of gender equality efforts, and to understand why and how gender equality reforms have advanced to the extent that they have. This book examines how international peace and security is re-envisioned from a gender perspective by mostly focusing on the nuances presented by the Asia Pacific region. It argues that despite the diversity of political, socio-cultural and economic systems in the Asia Pacific, women and girls in the region continue to experience similar forms of insecurities. Several countries in the Asia Pacific have demonstrated relative peace and stability. In addition, women’s leadership and participation in peacebuilding are and continue to be increasingly recognized in the region too. However, as the chapters in this book demonstrate, applying a critical gender analysis allows for the interrogation of ‘veneers’ of political order which can then mask or normalise everyday gendered insecurities. The analysis of country cases such as Myanmar, Cambodia and Fiji underscores a rethinking of the political order in the Asia Pacific which leaves existing gender inequalities intact. The chapters in this book were originally published in a special issue in the International Feminist Journal of Politics.

This book defines the relationship between gender and international security, analyzing and critiquing international security theory and practice from a gendered perspective. Gender issues have an important place in the international security landscape, but have been neglected both in the theory and practice of international security. The passage and implementation of UN Security Council Resolution 1325 (on Security Council operations), the integration of gender concerns into peacekeeping, the management of refugees, post-conflict disarmament and reintegration and protection for non-combatants in times of war shows the increasing importance of gender sensitivity for actors on all fronts in global security. This book aims to improve the quality and quantity of conversations between feminist security studies and security studies more generally, in order to demonstrate the importance of gender analysis to the study of international security, and to expand the feminist research program in Security Studies. The chapters included in this book not only challenge the assumed irrelevance of gender, they argue that gender is not a subsection of security studies to be compartmentalized or briefly considered as a side issue. Rather, the contributors argue that gender is conceptually, empirically, and normatively essential to studying international security.
